Jahrhunderts befanden sich die europäischen Großmächte, die zu der Zeit die Weltordnung in politischer, ökonomischer und militärischer Hinsicht dominierten, in einem kolonialen Wettbewerb, in dem es um die Erweiterung bzw. Aufrechthaltung ihrer jeweiligen Herrschaftsgebieten ging. Jedoch änderte sich das bis dahin bestehende Mächtegleichgewicht durch die Schwächung der Großreiche, wie des Russischen Reiches oder des Osmanische Reiches, und den Einstieg neuer Mächte, wie Italien und das Deutsche Reich, die sich allmählich aber offensiv an dem kolonialen Wettbewerb beteiligten. Somit standen die europäischen Mächte zu Beginn des 20. Jahrhunderts gegeneinander, woraus zwei Weltkriege folgten, die Europa und die Gesamtstrukturen der damaligen Weltordnung erschütterten (vgl. Watrin 1989: 14). Diese Kriege und die aus ihnen resultierende politische, wirtschaftliche und militärische Schwächung europäischer Mächte schufen die Bedingungen, unter denen die USA als eine neue Macht hervortreten konnten, die während dieser Kriege sukzessive an weltpolitischem Einfluss gewann und sich schließlich als Weltmacht durchsetzten (vgl. Gelvin 2008: 257f). Trotz zahlreicher Herausforderungen besetzen die USA auch heute noch eine globale Machtposition, die auf Präsenz in zahlreichen Weltregionen basiert. In diesem Zusammenhang ist der Nahost eine der Regionen, in denen die USA durch ihren politischen, wirtschaftlichen oder militärischen Einfluss eine Vormachtstellung genießen. Im Nahen Osten konnten sich die USA vor allem erst infolge des Niedergangs des britischen Einflusses und der nach dem zweiten Weltkrieg zunehmenden Ost-West-Bipolarität als Macht etablieren (vgl. Hacke 1985: 1).

Inhaltsangabe:Einleitung: Seit der Abspaltung Pakistans von Indien ist Indonesien der bevölkerungsreichste muslimische Staat der Erde. Von den fast 220 Millionen Indonesiern sind etwa 88% (über 180 Mio.) Moslems. Obwohl der Islam nicht die offizielle Staatsreligion ist und auch in der Verfassung keine ausdrückliche Erwähnung findet, spielt er für die politische und soziale Entwicklung des Landes doch eine zentrale Rolle. Seit der Gründung des ersten islamischen Königreichs auf dem heutigen Staatsgebiet im 13. Jahrhundert, hat der Islam die Kultur des Landes und die Identität seiner Einwohner entscheidend geprägt. Vor diesem Hintergrund gestaltet sich die Fragestellung der vorliegenden Arbeit welchen Einfluss hat der Islam in Indonesien auf die Politik des Landes? äußerst interessant. Indonesien ist heute nicht nur der bevölkerungsreichste muslimische Staat der Erde, sondern auch die drittbevölkerungsreichste Demokratie. Mit einer Landfläche von 1,9 Mio. qkm ist es das größte Land in Südostasien; größer als alle EU-Staaten zusammen. Die enorme Heterogenität Indonesiens gründet sich nicht zuletzt auf seine geographische Zersplitterung. Verteilt auf tausenden Inseln leben Menschen unterschiedlichster Religionszugehörigkeiten. Anthropologen unterscheiden mehrere hundert Ethnien. Die wirtschaftliche Leistungsfähigkeit des administrativen und politischen Zentrums um die Hauptstadt Jakarta, im Westen der Hauptinsel Java, unterscheidet sich von den meisten Außenprovinzen beträchtlich. Der vielgerühmte, enorme wirtschaftliche Aufstieg Indonesiens bis zur Asienkrise 1997 beschränkte sich hauptsächlich auf den Westen Javas und auf einzelne verstreute Handelszentren. Auf der am dichtesten besiedelten Insel Java leben mehr als die Hälfte aller indonesischen Einwohner, obwohl die Fläche der Insel lediglich sieben Prozent des gesamten Territoriums ausmacht. Die Tatsache, dass es bislang gelungen ist, das Land als ehemaliges koloniales Konstrukt der Niederländer zusammenzuhalten, ist angesichts der beschriebenen Gegensätzlichkeiten erstaunlich. Dennoch kennzeichnet die aktuellere politische Situation nach der Amtsniederlegung des ehemaligen patriarchischen Herrschers Suharto im Jahre 1998 ein hohes Maß an Instabilität. Nach 32 Jahren autoritärer Führung ist es in den letzten gut vier Jahren noch nicht gelungen, eine stabile politische Ordnung aufzubauen. In the new edition of his standard work, the founder of one of the most successful lobbying companies in the European Union (EU), Prof. Klemens Joos, bundles experience acquired over more than three decades to form a scientific theory on governmental relations. It focusses on the insight that, in view of the increasingly complex decision-making structures of the EU, the most precise possible knowledge of decision-makers and decision-making processes is at least equally as important to success as the content aspects of interest representation. In a new chapter, the author sets out the formula for science-based interest representation developed by him from his practical experience. With the Treaty of Lisbon, which entered into force on 1 December 2009, the EU de facto became a state territory stretching from Portugal to Finland and from Ireland to Cyprus. The European Parliament became an equal-status decision-maker alongside the Council of the European Union (Council). The previous co-decision procedure was elevated to become the standard procedure ("ordinary legislative procedure"). The so-called qualified majority (55 percent of the EU member states which simultaneously represent at least 65 percent of the EU population) was introduced for all important areas in the Council. As a result, the outcome of decision-making processes has become largely incalculable for the actors on the "European Union stage" - the EU member states, EU regions, companies, associations and organisations. The second edition includes a new chapter, in which Prof. Klemens Joos makes the variables of successful interest representation even more tangible on the basis of his scientific formula: at the latest since the Treaty of Lisbon, the basic prerequisite for successful interest representation in the EU involves the continuous and close intermeshing of the affected party's content competence (of the four "classic instruments" of interest representation: corporate representative offices, associations, public affairs agencies, law firms) with process structure competence (i.e. the EU-wide maintenance of the required spatial, personnel and organisational capacities as well as strong networks across institutions, political groups and member states) on the part of an independent intermediary. The likelihood of success can be increased exponentially if success is achieved, firstly, in committing to the concern of an affected party through a change of perspective such that the positive effects on the common good are shifted into the foreground for the decision-makers in the EU (perspective change competence) and, secondly, in successfully integrating the concern into the crucial decision-making processes at the political level and continuously supporting it (process support competence).
