Dabei wurde der Staat nicht nur in Bereichen tatig, in denen bisher noch nicht geplant wurde (Offent licher Nachholbedarf), sondern er hatte immer Ofter auch die Folgen privatwirtschaftlicher Planungen in Wahrnehmung Offentlicher Inte ressen zu korrigieren und nun seinerseits durch planerische Vorsorge die immer mehr eingeschrankte personliche Freiheit seiner BUrger zu verteidigen. Auch das okonomische System (Wirtschaft) betreibt politisch bedeut same Planung. Wenn wir dennoch unter Politischer Planung allein die Planungen des politischen Systems (Staat, Kommunen) verstehen, dann aus der Erkenntnis, daB allein die yom politischen System vorge nommenen Entscheidungen bindenden Charakter fur das Gesamt system (Gesellschaft) erlangen. Politische Planung, also Planung durch die Offentliche Hand, mani festiert sich in der Praxis der Bundesrepublik Deutschland sowohl als systematisches Steuerungsinstrumen t zur Bewaltigung gesellschaftlicher Aufgaben im Zuge des sozialen Wandels als auch als Hilfsinstrument zur Vorbereitung von Entscheidungen, indem sie unerwlinschte und wlinschenswerte Entwicklungen fruhzeitig zu erkennen und im Hin blick auf normative Ziele in den Griff zu bekommen sucht. Politische Planung als PlanungsprozeB, an dem verschiedene Rollentrager mit wirken (politische Verwaltung, Parteien, Verbande usw.), ist zudem auch praktizierte gesellschaftliche Mitbestimmung, denn irn Verlauf zahlreicher Teilentscheidungen findet ein standiger ProzeB der Arti kulation gesellschaftlicher BedUrfnisse und damit Teilhabe an der Entwicklung einer politischen Gesamtkonzeption und an der prak tisch-politischen Realisierung statt. Politische Planung hat es mit Situationen und Entwicklungstrends zu tun, welche die Gesellschaft selber herbeigefUhrt oder vernachlassigt hat.

In September 1980, the Special Programme Panel on Systems Sciences of the North Atlantic Treaty Organization (NATO) sponsored an Advanced Research Institute (ARI) on "Systems Analysis in Urban Policy-Making and Planning" which was held at New College, Univer sity of Oxford, from 21st to 27th September. This week-long meeting brought together 35 invited delegates from most countries of the NATO Alliance to discuss the impact which syst~ms analysis has had and is likely to have on urban affairs. The manuscript was submitted to the publisher in June of 1982. Although the goal of the ARI was to assess the impact of urban systems analysis as seen through the eyes of those closely involved in such work, the meeting also addressed opportunities for future research and development, and therefore in this book we have attempted to synthesize discussions at the meeting with this in mind. But before we describe the structure of this book, it is worth recounting in a little more detail the intentions and organi zation of the meeting, for this has had an important effect on the type of papers produced here, the way they have been written, and the issues they address.
