Italy’s system of social protection has come under criticism for being fragmented and excessively skewed toward pensioners and “insiders.” After setting up a consolidated presentation of the social security accounts, this paper provides an empirical assessment of the effectiveness of the welfare system, relying on a survey of households’ incomes and wealth. It concludes that, owing to ill-designed targeting mechanisms, less than a quarter of total spending on the welfare instruments under review accrues to families whose own resources fall short of the poverty line. In Measuring Wellbeing, Giovanni Vecchi provides an innovative analysis of this change by drawing on family accounts that provide engaging insights into life and are the "micro" data that create the foundations for the "macro" picture of variations and fluctuations in the development of Italy. Vecchi provides a nuanced account of the changes. He emphasizes that the concept of wellbeing is multidimensional and must include non-monetary aspects of life: nutrition, health and education, as well as less tangible elements such as freedom or the possibility to exercise one's political rights. The book deals with this polyhedral nature of wellbeing. The essays in this collection, first published over a thirty-year period, attempt to show how Roman Catholic communities in early modern Europe (particularly the great cities of Italy, and Venice above all) treated poor people and organized poor relief. Some essays discuss the principal groupings of poor, from the genteel, 'shamefaced' poor to orphans and foundlings, and from working folk to idle rogues. Others examine the motives and functions of the principal types of organization that dealt with poor people, either incidentally or as their main concern: religious brotherhoods, hospitals, conservatories, public loan banks, houses for the conversion of Jews and Muslims to Christianity. One main argument is that, although Catholics and Protestants shared a dislike and fear of vagrancy and reacted in similar ways to economic crises, Catholic charity was in many respects quite different from Protestant.
