To achieve peaceful interethnic relations and a stable democracy in the aftermath of violent conflict, institutional designers may task political elites representing previously warring sides with governing a nation together. In Power-Sharing Executives, Joanne McEvoy asks whether certain institutional rules can promote cooperation between political parties representing the contending groups in a deeply divided place. Examining the different experiences of postconflict power sharing in Bosnia, Macedonia, and Northern Ireland, she finds that with certain incentives and norms in place, power sharing can indeed provide political space for an atmosphere of joint governance or accommodation between groups. Power-Sharing Executives explains how the institutional design process originated and evolved in each of the three nations and investigates the impact of institutional rules on interethnic cooperation. McEvoy also looks at the role of external actors such as international organizations in persuading political elites to agree to share power and to implement power-sharing peace agreements. This comparative analysis of institutional formation and outcomes shows how coalitions of varying inclusivity or with different rules can bring about a successful if delicate consociationality in practice. During the last three decades, there has been a growing interest in systems that combine elements of parliamentarism and presidentialism. Despite the fact that much attention has been directed towards the semi-presidential form of government in particular, it is evident that many aspects of regime forms remain unexplored. This book systematically categorises democratic political regimes with a separate head of state and government (including regimes with a monarch and prime minister, and president and PM) globally and over a long historical period 1850–2019. It analyses how regimes with a dual executive emerge and what trajectories they follow. It also explores the stability of these regimes across time and space. An important feature of this endeavour is to address actual powers of the head of state rather than constitutional provisions.

Political science research, especially in recent times, has recognized the centrality of party and executive leaders and their individual characteristics. The attention has been mostly directed towards individual leadership. However, one-chief leadership is not the only existing model of party governance, and some recent developments seem to have put forms of collective leadership into the spotlight. Two parties that have recently achieved remarkable electoral results, the Italian Five Star Movement and the German Alliance 90/The Greens, can be considered examples of alternative models of leadership. This book calls for a deep and systematic analysis of cases of parties in which powers and responsibilities appear to be shared among different individuals rather than being concentrated in the hands of just one leader. Drawing on the literature of organization and management theory, the book fills a gap in the literature of political science by developing a theoretical framework that may provide researchers with the tools for proceeding with the analysis of cases of party collective leadership. To illustrate their approach, the authors have selected three cases – the German Greens, Alternative for Germany, and the Five Star Movement in Italy – that show significant variation across types of collective leadership. The outcome of the empirical analysis contributes to a better knowledge of the nature and functioning of party leadership as well as raises questions that could be further addressed in future research.

This book is a comparative analysis of power sharing agreements and peace processes in Northern Ireland and Lebanon, examining parallel journeys both societies took through power sharing to civil war, returning to power sharing again. It criticises and builds on the consociational democracy literature and takes an international perspective, arguing that the external states with an interest in these ethno-national conflicts largely determined the outcome of their power sharing accords. It evaluates and contrasts the imposition of power sharing as a means to regulate ethnic conflict in a democratic environment with a non-democratic one. What makes the book unique is its ability to compare for the first time in print the ethnic conflicts and power-sharing agreements in both countries. The sources used are based on exclusive access in the UK, Ireland and Lebanon with over 125 interviews conducted for the book. This timely publication brings the situation in both parts of the world up to date and evaluates the costs and benefits of external intervention in divided societies by regional or international powers.

Popular perception holds that presidents act "first and alone," resorting to unilateral orders to promote an agenda and head off unfavorable legislation. Little research, however, has considered the diverse circumstances in which such orders are issued. The Dual Executive reinterprets how and when presidents use unilateral power by illuminating the dual roles of the president. Drawing from an original data set of over 5,000 executive orders and proclamations (the two most frequently used unilateral orders) from the Franklin D. Roosevelt to the George W. Bush administrations (1933–2009), this book situates unilateral orders within the broad scope of executive–legislative relations. Michelle Belco and Brandon Rottinghaus shed light on the shared nature of unilateral power by recasting the executive as both an aggressive "commander" and a cooperative "administrator" who uses unilateral power not only to circumvent Congress, but also to support and facilitate its operations.

Power-sharing is an important political strategy for managing protracted conflicts and it can also facilitate the democratic accommodation of difference. Despite these benefits, it has been much criticised, with claims that it is unable to produce peace and stability, is ineffective and inefficient, and obstructs other peacebuilding values, including gender equality. This edited collection aims to enhance our understanding of the utility of power-sharing in deeply divided places by subjecting power-sharing theory and practice to empirical and normative analysis and critique. Its overarching questions are: Do power-sharing arrangements enhance stability, peace and cooperation in divided societies? Do they do so in ways that promote effective governance? Do they do so in ways that promote justice, fairness and democracy? Utilising a broad range of global empirical case studies, it provides a space for dialogue between leading and emerging scholars on the normative questions surrounding power-sharing. Proposals for power-sharing constitutions remain controversial, as highlighted by current debates in Iraq, Afghanistan, Nepal, and Sudan. This book updates and refines the theory of consociationalism, taking account of the flood of contemporary innovations in power-sharing institutions that have occurred worldwide. The book classifies and compares four types of political institutions: the electoral system, parliamentary or presidential executives, unitary or federal states, and the structure and independence of the mass media. The study tests the potential advantages and disadvantages of each of these institutions for democratic governance. Cross-national time-series data concerning trends in democracy are analyzed for all countries worldwide since the early 1970s. Chapters are enriched by comparing detailed case studies. The mixed-method research design illuminates the underlying causal mechanisms by examining historical developments and processes of institutional change within particular nations and regions. The conclusion draws together the results and the practical lessons for policymakers.
