Within the general framework of the European TRIVALENT project, the comparative analysis presented here focuses, alongside policy measures taken at EU level, on counter-terrorism and counter-radicalisation policies implemented by five European countries; namely, Belgium, France, Italy, Spain and the United Kingdom. These case studies with their peculiarities and differences offer insights into the role of long-term and structural factors in defining counter-terrorism and counter-radicalisation policies, and highlight the influence that specific occurrences can have. The volume analyses different types of public policies, including repressive, preventive, legal and administrative measures, together with the role of civil society in preventing and mitigating radicalisation processes. The book offers an updated and critical assessment of the main anti-terrorism and anti-radicalisation policies of the five aforementioned countries, and their strengths and weaknesses, identifying possible evolutionary lines and proposing a series of recommendations.

Could policies aimed at preventing radicalisation in Europe end up undermining the very social cohesion they aim to preserve? Since the mid-2000s, a growing number of European governments have broadened the scope of counter-terrorism, making it an issue that needs to be tackled by society as a whole. This report considers the effects of such policies in the education sector through a review of the existing literature on the subject. It begins by considering the issues facing educators and students and their families, and goes on to show how counter-radicalisation policies make contradictory demands on educators, asking them to build social cohesion and resilience while at the same time requiring them to employ a logic of suspicion in spotting potential radicals. The report suggests that this contradictory mission challenges key principles of 1. human rights and fundamental freedoms; 2. education for democratic citizenship, human rights education, competences for democratic culture and the objectives of building inclusive societies; and 3. the key objectives of counter-terrorism itself. The author therefore presents three main areas of reflexion, followed by recommendations for further research and action by the Council of Europe.

There are many recent examples of terrorist acts committed by radicalised Europeans with an immigrant heritage: in 2004 the Dutch filmmaker Theo Van Gogh was assassinated, by a Dutch citizen from Morocco origins, because he produced a movie portraying Islam in an unconventional manner. The same year in the United Kingdom, the police foiled a potential terrorist attack and arrested eight men, all of whom were British citizens of Pakistani descent. Why some individuals with a migrant background become radicalised? Issues about marginalisation, societal exclusion, lack of integration, feelings of isolation, powerlessness and humiliation are all part of the problem. No amount of military or other coercive action will, in itself, do the trick of countering terrorism effectively without remedial action based upon a thorough knowledge of the underlying processes involved. This book is meant to be a small but significant step in that direction. Employing a theoretical framework based on the concept of identity loss, this book seeks to understand why increased integration has stimulated greater radicalization among the Muslim populations in Western Europe. Through extensive field research in four European countries – the UK, the Netherlands, Germany and France – the authors investigate three key questions: 1) Why are 2nd and 3rd generations of Muslims in Europe more radical than their parents?; 2) Why does Europe experience more "home-grown terrorism" today than thirty or forty years ago?; 3) Why do some European countries feature more radical Muslim communities than others? The book reveals that these three puzzling questions can be solved when analyzing the loss of individuality if the face of integration and identification with European society.
