Recent changes in the New South Wales water utilities show a trend towards usage-related pricing, with the aim of providing efficient signals for consumption. This thesis evaluates alternative pricing strategies for water against the criteria of efficiency and equity while maintaining the financial viability of the public utility. First, the water utility cost structure is examined by developing cost functions to estimate short and long-run marginal costs, using a quarterly time-series data from 1970/71 to 1995/96. Second, a residential water demand model is developed using a panel data set (constructed for the analysis), comprising 822 cross-sectional units and 23 quarterly time periods from 1990/91 to 1995/96. The purposes of developing the demand model are to test the sensitivity of water demand to changes in the tariff structure and to use it to simulate the impact of alternative pricing strategies. Third, the simulation model is developed to analyse various pricing reforms using both the cost and demand model results, where the individual welfare and aggregate efficiency gains are determined under each pricing policy. In addition to this, the distributional effects of various tariff structures are examined. The empirical results of the cost structure estimates are comparable with previous studies. The demand estimation indicates that consumers respond to price, therefore price can be considered as a tool in the implementation of demand management strategies. However, the magnitude of the price elasticity suggests that substantial increases in price would be required to influence demand. Finally, the simulation results show that in the case of movement from the actual tariff structure to a two-part tariff policy (where the usage charge is equal to the short-run marginal cost), leads to highest efficiency gains.

Water institutions establish the incentives, information, and compulsions that guide behaviour and influence economic outcomes. Water pricing policies that reflect the marginal cost of supply can bring about several positive benefits in the pipe-borne water sector including: 1) greater water use efficiency; 2) an increase in revenues that can be utilised to improve services; and 3) additional funds to enhance and expand the operation and maintenance of pipe-borne water supply systems. In order to design an appropriate pricing policy and bring about these positive changes, managers of pipe-borne water supply systems require an understanding of the determinants of water demand, supply and welfare changes. Further, the use of economic methodologies to estimate the effects of factors that influence pipe-borne water demand, supply and welfare in developing nations can assist water utility operators and policy makers to predict consumption responses to changes in water pricing. In turn, this provides important evidence for these decision makers to determine if price changes will result in higher revenues that can be used to fund critical infrastructure extension and maintenance. This is particularly important for developing nations where revenue constraints on water authorities can limit access to pipe-borne water supplies for large sections of the population. This book identifies under-pricing as the major problem faced by the Sri Lankan pipe-borne water sector. Recently, the water authority in Sri Lanka restructured its pricing strategy for pipe-borne water with the objectives of reducing water consumption and expanding the network. However, the success of the current pricing structure in achieving these objectives is uncertain. Therefore, to overcome the problems, this study examines the use of cost-reflective alternative pricing strategies for pipe-borne water distribution services. The book evaluates current and alternative pricing strategies for water against the criteria of efficiency and equity while maintaining the financial viability of the national water utility. In order to analyse the welfare impacts, understanding the demand for pipe-borne water by different user groups and the cost of pipe-borne water provision must be considered.

This book addresses the phenomenon of mergers that may result in non-coordinated effects in oligopolistic markets. Such cases are sometimes referred to as "non-collusive oligopolies", or "gap cases" and there is a concern that they might not be covered by the substantive test that some Member States use for merger assessment. Ioannis Kokkoris examines the argument that the European Community Merger Regulation (Regulation 4064/89) did not capture gap cases and considers the extent to which the revised substantive test in Regulation 139/2004 deals with the problem of non-collusive oligopolies. The author identifies actual examples of mergers that gave rise to a problem of non-coordinated effects in oligopolistic markets, both in the EU and in other jurisdictions, and analyses the way in which these cases were dealt with in practice. The book considers legal systems such as United Kingdom, United States, Australia and New Zealand. The book investigates whether there is any difference in the assessment of non-collusive oligopolies between the various substantive tests which have been adopted for merger assessment in various jurisdictions. The book also looks at the various methodological tools available to assist competition authorities and the professional advisers of merging firms to identify whether a particular merger might give rise to anticompetitive effects and explores the type of market structure in which a merger is likely to lead to non-coordinated effects in oligopolistic markets.
