While policy makers and scholars have long devoted considerable attention to strategies like deterrence, which threaten others with unacceptable consequences, such threat-based strategies are not always the best option. In some cases, a state may be better off seeking to give others a greater sense of security, rather than by holding their security at risk. The most prominent use of these security assurances has been in conjunction with efforts to prevent the spread of nuclear weapons. Ongoing concerns about the nuclear activities of countries like Iran and North Korea, and the possible reactions of other states in their regions, have catapulted this topic into high profile. This book represents the first study to explore the overall utility of assurance strategies, to evaluate their effectiveness as a tool for preventing nuclear proliferation, and to identify conditions under which they are more or less likely to be effective.

Why have some nations acquired nuclear weapons while others have refrained from doing so? Most research related to this question has focused on states that have built nuclear weapons, yet little attention has been devoted to countries that have chosen nuclear restraint. This book analyzes Swedish plans to acquire nuclear weapons during the Cold War. Sweden was very close to putting a bomb together in 1960s but, for a number of reasons illuminated in this book, decision makers abandoned those plans and subsequently rose to become one of the most recognized players in the international game of disarmament. Thanks to the recent declassification of essential documentation in Sweden and United States, it is now possible to assemble a comprehensive analysis of the Swedish nuclear weapons program based on primary sources. This book presents that analysis, a unique perspective owing to the fact that nuclear development is a highly secretive activity in most countries – with non-existent or limited access to state archives.

Brazil's Steel City presents a social history of the National Steel Company (CSN), Brazil's foremost state-owned company and largest industrial enterprise in the mid-twentieth century. It focuses on the role the steelworkers played in Brazil's social and economic development under the country's import substitution policies from the early 1940s to the 1964 military coup. Counter to prevalent interpretations of industrial labor in Latin America, where workers figure above all as victims of capitalist exploitation, Dinius shows that CSN workers held strategic power and used it to reshape the company's labor regime, extracting impressive wage gains and benefits. The importance of oil for national military-industrial complexes appeared more clearly than ever in the Cold War. This volume argues that the confidential acquisition of geoscientific knowledge was paramount for states, not only to provide for their own energy needs, but also to buttress national economic and geostrategic interests and protect energy security. By investigating the postwar rebuilding and expansion of French and Italian oil industries from the second half of the 1940s to the early 1960s, this book shows how successive administrations in those countries devised strategies of oil exploration and transport, aiming at achieving a higher degree of energy autonomy and setting up powerful oil agencies that could implement those strategies. However, both within and outside their national territories, these two European countries had to confront the new Cold War balances and the interests of the two superpowers.
