Ce travail analyse les problèmes de mise en oeuvre des politiques économiques en situation d'après- guerre en Afrique subsaharienne et tente d'y apporter des réponses. La première partie montre que certains échecs sont imputables à une mauvaise adaptation des politiques économiques aux contextes dans lesquels elles ont été appliquées. Elle analyse les causes et les conséquences des conflits ainsi que les pré-requis et les étapes d'une reconstruction durable. Elle montre la nécessité de prendre en compte la spécificité de chaque contexte dans les domaines historiques, politiques, sociaux, culturels, et économiques. Le cas de la Somalie est étudié dans la deuxième partie en s'appuyant sur un ensemble d'études effectuées au cours des quinze dernières années. Une approche pragmatique montre que l'absence d'autorités effectives et reconnues, bien qu'handicapante, n'est pas nécessairement un pré-requis à une reconstruction durable, mais que la prise en compte des particularités contextuelles doit ètre le point de départ de toute approche visant à promouvoir la reconstruction de l'économie somalienne.
