In 1999, Venezuela became the first country in the world to constitutionally recognize the socioeconomic value of housework and enshrine homemakers’ social security. This landmark provision was part of a larger project to transform the state and expand social inclusion during Hugo Chávez’s presidency. The Bolivarian revolution opened new opportunities for poor and working-class—or popular—women’s organizing. The state recognized their unpaid labor and maternal gender role as central to the revolution. Yet even as state recognition enabled some popular women to receive public assistance, it also made their unpaid labor and organizing vulnerable to state appropriation. Offering the first comprehensive analysis of this phenomenon, Engendering Revolution demonstrates that the Bolivarian revolution cannot be understood without comprehending the gendered nature of its state-society relations. Este libro del profesor Allan R. Brewer-Carías, sobre Reforma constitucional y fraude a la Constitución (1999-2009), publicado por la Academia de Ciencias Políticas y Sociales, con un Prólogo del profesor Román José Duque Corredor, estudia el proceso de revisiones y modificaciones efectuadas en general en forma ilegítima de la Constitución en Venezuela, en el período entre 1999 y 2009. El libro está precedido en una Primera parte, de un estudio general de derecho comparado sobre los procedimientos de reforma constitucional en América Latina, y las modalidades de su control constitucional. En ese contexto comparado, se identifica con precisión el sistema venezolano de revisión constitucional que se estableció en la Constitución de 1999n mediante la enmienda constitucional, la reforma constitucional y la Asamblea nacional Constituyente, en los tres casos con la participación directa e indispensable del pueblo mediante referendo. En la Segunda parte el autor estudia el proceso constituyente desarrollado en Venezuela de 1999, mediante la sanción de la Constitución en 1999 por una Asamblea Nacional Constituyente que fue convocada al margen de la Constitución de 1961, que dio un golpe de Estado constituyente contra los poderes constituidos. La Tercera parte de la obra estudia la primera violación de la Constitución de 1999, luego de que fue aprobada por el pueblo y antes de que fuera publicada, mediante la adopción por la Asamblea Constituyente que ya había concluido su misión de un régimen transitorio no aprobado por el pueblo y que estableció una Constitución paralela. Las Cuarta y Quinta parte analizan la "reforma constitucional" propuesta en 2007 para transformar el Estado Constitucional en un Estado Comunal, y que luego de aprobada por la Asamblea Nacional en fraude a la Constitución y con la abstención del juez constitucional en controlar su constitucionalidad, fue sin embargo rechazada por el pueblo mediante referendo en diciembre de 2007. En la sexta parte del libro se analiza el proceso de "enmienda constitucional" de 2009 realizado con el propósito de permitir la reelección continua e indefinida, en violación del principio pétreo de la alternabilidad, y que fue por tanto aprobada en fraude a la Constitución. Y la Séptima parte se refiere al proceso de ilegítima mutación de la Constitución efectuada por la Sala Constitucional del Tribunal Supremo de Justicia puesto al servicio del autoritarismo, mediante "interpretaciones" establecidas a la medida, adoptadas en general a petición del gobierno, trastocando principios y regulaciones esenciales, y poniendo normas a decir lo que no establecen.
