A doctrine of intelligent design through evolution is not going to find many friends. It is destined to encounter opposition on all sides. Among scientists the backlog of evolution will have little patience for intelligent design. Among religiousists, many who form intelligent design have their doubts about evolution. In the general public s mind there is a diametrical opposition between evolution and intelligent design: one excludes the other. This book will argue that this view of the matter is not correct, and that in actuality one can regard evolution itself as a pathway to intelligent design. We would do well to go beyond The Origin of Species and taking as our guide such works as W. Wentworth Thomson s On Growth and Form acknowledging that evolutionary adaptation can result in solutions of a sort that intelligence could readily ratify. This second edition is brought about by two factors. First, the initial printing sold out much more rapidly than we expected. Second, several colleagues have been kind enough to suggest that this book not only has a contribution to make to ecological economics, but also has relevance to economics general. Thus our OUf distinction distinction between between genotypic genotypic and phenotypic evolution may be used to characterise not only economic sectors, but also whole economies, and in particular economic schools of thought. For instance, the Austrian subjectivist school deals explicitly with ignorance and the emergence of novelty, and may therefore be used to analyse genotypic development. In contrast, neoclassical economics deals principally with phenotypic development. When Dr. Müller Muller of Springer-Verlag suggested the production of a second edition, we were therefore pleased that this book might remain available. Several readers and in particular reviewers of the first edition remarked, in one way or the other, that they had questions concerning several of our OUf concepts, concepts, such as genotype, phenotype, ignorance, surprise, sUlprise, novelty, novelty, knowledge, knowledge, predictable predictable and unpredictable processes etc. Of course, all these concepts are of importance for evolution in general and for invention and innovation of new techniques in particular. We therefore considered some modifications and extensions of the original text, but on the advice of colleagues, have restricted oUfselves ourselves to correcting mistakes that crept into the first edition and to two extensions ofthe of the text, text, one major, one smaller.

In 2012, the Defense Intelligence Agency (DIA) approached the National Research Council and asked that a committee be formed to develop a list of workshop topics to explore the impact of emerging science and technology. One topic that came out of that list was directed evolution for development and production of bioactive agents. This workshop was held on February 21-22, 2013. Directed Evolution for Development and Production of Bioactive Agents explains the objectives of the workshop, which were to explore the potential use of directed evolution1 for military science and technology. Understanding the current research in this area, and the potential opportunities for U.S. adversaries to use this research, might allow the DIA to advise U.S. policy makers in an appropriate and timely manner. The workshop featured invited presentations and discussions that aimed to: -Inform the U.S. intelligence community of the current status of directed evolution technology and related research, and -Discuss possible approaches involving directed evolution that might be used by an adversary to develop toxic biological agents that could pose a threat to the United States or its allies, and how they could be identified. Members of the Committee on Science and Technology for Defense Warning planned the agenda for the workshop, selected the presenters, and helped moderate discussions in which meeting participants probed issues of national security related to directed evolution in an effort to gain an understanding of potential vulnerabilities. Experts were invited from the areas of directed evolution, biosynthesis, detection, and biological agents.

This book integrates the concept of design into the existing framework of industrial performance, international trade and comparative advantage in trade and industrial phenomena, which increasingly have been affected by design characteristics of tradable goods. Design, capability and their evolution are introduced into current theories of trade to explain the reality of international trade in the early twenty-first century and the possibility of design-based comparative advantage is explored. Toward that end, the concepts of design, architecture, organizational capability and productivity are introduced, as are their interactions and evolution. The author starts from the fact that firms’ selection of design locations precedes that of production locations and that a new product’s initial production location is usually the same as its design location. In other words, design matters in explaining today’s trade phenomena. Thus, this book analyzes product design and its evolution in the context of the comparative advantage theory. The author argues that the concept of Ricardo’s comparative advantage must be reinterpreted in a more dynamic way than in the past, with changing labor input coefficients treated as variables and driven by international capability-building competition between factories.
