First published in 1981, this book examines the concept of professionalism in the context of the development of organized teachers. The argument is presented that the concept of professionalism is a complex one and its different meanings must be located within a historical context. Thus, its use as an ideological weapon aimed at controlling teachers must be appreciated, whilst, at the same time, it should be understood as a weapon of self defence for teachers in their struggle against dilution.

This is an account of modern since the 1930s teaching. The book examines changes in teaching, past policy, and new policies introduced since the 1988 Education Act. In the context of market-led education replacing a public education system, the book looks at the impact of: the end of collective bargaining; the beginning of performance-related pay; and the recent emphasis on local school management and budgeting. It examines how these changes affect work and the professionalism of teachers. It also explores the impact of new kinds of work relations and skills in relation to changes in public service and the state.

The teaching profession in South Africa, as in many developed and developing countries, has become highly unionized, and that school-sector labour relations are characterized by multi- unionism and a high degree of inter-union rivalry. Teachers have become highly unionized workers and their trade unions exert a significant influence on the shaping and implementation of education policies in schools. Campaigns for better conditions of service seem to be enjoying higher priority from the teacher unions as more energy and resources are put on this responsibility, at the expense of other critical responsibilities such as professional development and teacher learner support programs. This claim is evidenced by the high interest we see from members when negotiations on salary and other fringe benefits are reported, and also the declining standards we read about on the professionalism of teachers and the quality of teaching and learning in schools.

This report examines the participation of teacher unions in the education reform process. It analyzes the many roles that these organizations are playing at the national, state, and local levels through collective bargaining and political action. The focus is upon three major issues: (1) the extent to which teacher unions have attained more professional teaching conditions through collective bargaining; (2) the political response of teacher organizations to national, state, and local reform initiatives; and (3) the way in which the interests and activities of teacher organizations are likely to shape successive generations of educational reform, particularly efforts to restructure the teaching profession. The report is addressed to policymakers, teacher union leaders, education researchers, and others interested in enhancing the professional status of teachers. (JD)
