The principal functions of the Office of the Refugee Coordinator in Jerusalem are to represent U.S. interests and to monitor the operations of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). UNRWA provides food; manages refugee camps, schools, and health clinics; and renders other social services for 4.7 million Palestinian refugees under its protection. Through the Bureau of Population, Refugees and Migration (PRM), the U.S. is the largest contributor to UNRWA. U.S. contributions have averaged approx. $225 million per year during the past two fiscal years, while UNRWA's total expenditures have averaged $1.1 billion per year. The purpose of this program review was to evaluate the Jerusalem refugee coordinator's role in the oversight of U.S. contributions to UNRWA and other organizations, and to review the guidance and support that the refugee coordinator receives from Consulate General Jerusalem, the Bureau of Population, Refugees, and Migration (PRM), and the Bureau of Near Eastern Affairs (NEA). From the early phases of modern missions, Christian missionaries supported many humanitarian activities, mostly framed as subservient to the preaching of Christianity. This anthology contributes to a historically grounded understanding of the complex relationship between Christian missions and the roots of humanitarianism and its contemporary uses in a Middle Eastern context. Contributions focus on ideologies, rhetoric, and practices of missionaries and their apostolates towards humanitarianism, from the mid-19th century Middle East crises, examining different missionaries, their society’s worldview and their networks in various areas of the Middle East.
