Socioeconomic convergence is at the root of the European project, and the need to address social convergence alongside economic convergence has risen to the top of the European policy agenda in recent years. This policy brief provides an updated picture of convergence in selected socioeconomic indicators across the EU Member States and regions. The study finds that Member States are converging towards better socioeconomic conditions, notwithstanding the negative effects of the crisis, although income inequality across the EU population has increased. The brief also discusses a possible policy option for enhancing convergence, and avoiding divergence, within the EU – a European minimum wage.

This research note will review the debate on social convergence in the EU (and possibly beyond) from different theoretical angles. The broad political background is that the EU has often been seen as a 'convergence machine'. While there are some doubts if that ever was an appropriate characterisation, especially given the capital city effects, and even if this is still a good descriptor today (Palier et al. 2017), the image has endured. In the project that links this note with the empirical note on the same topic, we want to explore the theoretical and empirical bases for an approach to socio-economic convergence that takes into account the 'subjectively experienced' dimensions of life, and introduce that subjective moment in the convergence debate. Combined, the research notes in this project present a more nuanced understanding of the EU as a convergence machine.

In the wake of an economic crisis that had a very uneven impact on social outcomes across EU Member States, EU leaders and policymakers have come to acknowledge that to make social Europe a reality, social convergence must be given an equal footing to economic convergence in policymaking. In this context, and with rising concern over disparities in the social progress of Member States, Eurofound has established a research strand to provide the evidence on whether and where socioeconomic trends are converging or diverging across countries. This report establishes a conceptual framework to support Eurofound's research on convergence. It develops a methodological strategy to examine convergence and applies it to investigate patterns across the EU in 37 indicators. These encompass four areas of the social domain: employment, working conditions, living conditions and socioeconomic factors. It finds that since the crisis, there has been upward convergence in 23 of the indicators.

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. On June 11 and June 12, 2019, the National Academies convened a workshop to explore the growing understanding of how the interplay between humans and microbes affects host physiology and causes noncommunicable diseases. Discussions included an overview of colliding epidemics, emerging research on associations between infectious and noncommunicable diseases, risks posed by chronic diseases to the development and severity of infectious diseases, and the influence of the microbiome. Workshop participants also examined the challenges and opportunities of convergence, the integration of health care delivery models and interventions, potential approaches for research, policy, and practice in the immediate-term, and potential directions for the long-term. This publication summarizes the presentations and discussions from the workshop.
