Coalition government among different political parties is the way most European democracies are governed. Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. The book is based on an international research project that analyzed sixty LEPs, among them the Boston Harbor cleanup; the first phase of subway construction in Ankara, Turkey; a hydro dam on the Caroni River in Venezuela; and the construction of offshore oil platforms west of Flor, Norway. As the number, complexity, and scope of large engineering projects (LEPs) increase worldwide, the huge stakes may endanger the survival of corporations and threaten the stability of countries that approach these projects unprepared. According to the authors, the "front-end" engineering of institutional arrangements and strategic systems is a far greater determinant of an LEP's success than are the more tangible aspects of project engineering and management. After a history of funding environmentally costly megaprojects, the World Bank now claims that it is trying to become a leading force for sustainable development. For more than a decade, nongovernmental organizations (NGOs) and grassroots movements have formed transnational coalitions to reform the World Bank and the governments that it funds. The Struggle for Accountability assesses the efforts of these groups to make the World Bank more publicly accountable. The book is organized into four parts. Part I describes the NGOs and grassroots movements that are the book's central focus. Part II presents case studies of four projects that provoked the emergence of transnational advocacy coalitions: Indonesia's Kedung Ombo dam, the Mt. Apo geothermal plant in the Philippines, Brazil's Planaforo Amazon development project, and the remarkable campaign of Ecuador's indigenous people to influence national economic policy that led to their participation in the design of a development loan. Part III looks at the origins and politics of reform in four areas of broader World Bank policy: the rights of indigenous peoples, involuntary resettlement, water resources, and the World Bank's institutional reforms that are supposed to encourage public accountability. The purpose of Projects as Business Constituents and Guiding Motives is to describe and analyse the roles that projects play in business. The editors, authors and researchers are convinced that projects are of significant importance at virtually every level of society, even though companies are the focus of this book. Projects are not merely conspicuous components of businesses, they in fact signal what businesses are all about. Access to water and sanitation service in industrialized countries is nearly taken for granted, but in many developing countries less than half of the population has access to such services. Decades of effort on a global scale have been invested to solve this problem. One such effort--Brazil's participatory approach to water and sanitation--is Nance's subject in Engineers and Communities. In the early 1980s, Brazilian engineers created participatory sanitation (known locally as condominial sewerage) to make basic sanitation service more inclusive. Fiercely contested at first, the technology's success hinged on the formation of strong and stable coalitions of diverse actors and on the promotion of both real participation and a participation narrative. The innovations described in the book contributed to the now indispensable concepts of community participation and locally appropriate technology. Today the technology has spread across Brazil- it has been legally incorporated into sewer design norms and codes, it is counted in the national census, and the model is being transferred to other countries by The World Bank and others who are trying to make basic urban services more inclusive of the poor.
