La FAO et l'OMS fournissent deja depuis longtemps des avis scientifiques sur la securite sanitaire des aliments et la nutrition au Codex Alimentarius et aux pays membres de la FAO et de l'OMS. Depuis 2003, les deux organisations gerent un processus de consultation servant de guide pour ameliorer la qualite, la quantite et la ponctualite des avis scientifiques. Ce processus a compris plusieurs initiatives dont une reunion de planification, un forum electronique et un atelier qui a permis de proceder a un examen ouvert et transparent tenant compte des opinions de toutes les parties interessees. Tout au long de ce processus, une question cle a ete la necessite de renforcer d'urgence la participation d'experts provenant de pays en developpement aux discussions et aux reunions d'experts dont le but est de formuler et diffuser des avis, ainsi que l'importance de prendre en consideration les donnees et informations fournies par les pays en developpement durant tous les debats. La FAO et l'OMS ont donc organise une reunion sur ce theme en decembre 2005 a Belgrade pour aborder cette question. Le rapport de cette reunion met en lumiere les mecanismes identifies par les participants pour mieux atteindre les experts et institutions qualifies dans les pays en developpement, notamment des mecanismes permettant de chercher des informations et des experts qui ne sont pas toujours accessibles par les voies normales, et propose des plans pour que des experts de pays en developpement puissent participer efficacement aux reunions, y compris par le biais d'activites de formation aux niveaux international et national, avec le concours d'institutions gouvernementales, non gouvernementales et scientifiques. Le rapport invite les gouvernements, l'industrie et le monde universitaire aux niveaux national et regional a produire des donnees scientifiques fournies par les pays en developpement et a faciliter leur contribution aux avis scientifiques de la FAO et de l'OMS a l'echelle internationale."

La présente publication montre les étapes parcourues par le Codex Alimentarius depuis juillet 2016 (trente neuvième session de la Commission) jusqu'à juillet 2017 (quarantième session de la Commission) pour parvenir à une alimentation saine et de qualité pour tous. Durant l'année, 11 comités techniques, 6 comités régionaux et le Comité exécutif se sont réunis pour examiner les mises à jour des normes, directives et codes d'usages internationaux sur des aliments. L'organe directeur du «code alimentaire», c'est-à-dire la Commission du Codex Alimentarius, prend des décisions sur les propositions des comités durant sa réunion annuelle en juillet. Par le biais d'une gamme d'articles de style magazine «La science des normes alimentaires – sur le chemin qui mène de la trente-neuvième à la quarantième session de la Commission du Codex Alimentarius» partage les points de vue et les contributions des divers partenaires, soit 187 États membres et l'Union européenne ainsi que plus de 200 observateurs. Depuis 1963, le système du Codex a évolué de façon ouverte, transparente et participative afin de protéger la santé des consommateurs et d’assurer des pratiques loyales dans le commerce alimentaire. Le Codex a élaboré des centaines de normes, directives et codes reconnus au plan international et a fixé des milliers de limites autorisées pour les additifs, les contaminants et les résidus chimiques dans les aliments. Son succès réside dans le travail en collaboration, l'obtention de consensus et la prise de décisions fondée sur la science.

About twenty years ago, there was a recognition in Europe that real benefits would flow from coordinating the manner in which food composition tables were produced in the various countries of Europe. Subsequent development of computerised nutritional data bases has further highlighted the potential advantages of working together. Such cooperation could lead to improved quality and compatibility of the various European nutrient data bases and the values within them. This realisation was one of the driving forces behind the development of the Eurofoods initiative in the 1980's when those people in Europe interested in data on food composition began working together. This initiative received further impetus with the establishment of the Eurofoods-Enfant Concerted Action Project within the framework of the FLAIR (Food-Linked Agro-Industrial Research) Programme of the Commission of the European Communities. It was quickly recognised that the draft guidelines for the production, management and use of food composition data which had been prepared under the aegis of INFOODS (International Network of Food Data Systems, a project of the United Nations University), would be especially applicable to the objectives of the Concerted Action. The guidelines have been written by two recognised experts. Many people associated with FLAIR Eurofoods-Enfant have added constructive criticism and advice to that offered previously by those associated with INFOODS. Thus the guidelines are backed by a consensus in the community of those responsible for the production and use of food composition tables and nutrient data bases.
