In the immediate aftermath of the Soviet Union's collapse, Russia entered "shock therapy": a series of neoliberal and seemingly democratizing reforms that sought to quickly undo the decades-old communist planned economy, fused Party-State autocratic political system, and highly centralized government. Russians were indeed shocked--by the resulting runaway inflation, political chaos, declining living standards, rising unemployment, and persistent wage arrears. Protest in the Provinces examines the popular reactions to this dire economic decline, which varied in scale, intensity, and aims across similar industrial company towns during the 1990s. Analyzing local media, archival documents, and interviews, Allison D. Evans provides a detailed and comparative history of protests in three such cities, Cherepovets--dominated by the steel industry, Komsomolsk-na-Amure--by defense, and Surgut--by oil and gas. In doing so, she illuminates a range of strategies local elites used to control and respond to protesters, which were influenced by the primary industry's level of dependence on the central state and the extent of elite unity. Unique in its close-range analysis of participation and protest in provincial cities, this book reshapes understandings of Russia's transition to capitalism and provides insights into the activism that continues in provincial Russia today.

Why is social protest a normal, almost routine form of political participation in certain Latin American democracies, but not others? In light of surging protests in countries like Argentina, Brazil, and Peru, this book answers this question through a focus on recent trends in the quality of governance and socioeconomic development in the region. Specifically, it argues that increasingly engaged citizenries -- forged by economic growth and technological advances -- coupled with dysfunctional political institutions have fueled more radical modes of participation in Latin America, as citizens' demands for government responsiveness have overwhelmed many regimes' capacity to provide it. Where weak institutions and politically engaged citizenries collide, countries can morph into "protest states," where contentious participation becomes so common as to render it a conventional characteristic of everyday political life. Drawing on cross-national surveys from Latin America and a case study of Argentina, which includes a rich dataset of protest events and dozens of interviews with political elites and citizen activists, Mason W. Moseley tests his explanation against other leading theories in the contentious politics literature. But rather than emphasizing how worsening economic conditions and mounting grievances fuel protest, this book builds the case that it is actually the improvement of economic conditions amidst low quality political institutions that lies at the root of surging contention in the region. Protest State offers a comprehensive study of one of the most intriguing puzzles in Latin American politics today: in the midst of an unprecedented era of democratic governments and economic prosperity, why are so many people protesting?

China's economic transformation has brought with it much social dislocation, which in turn has led to much social protest. This book presents a comprehensive analysis of the large-scale mass incidents which have taken place in the last decade. The book analyses these incidents systematically, discussing their nature, causes and outcomes. It shows the wide range of protests – tax riots, land and labour disputes, disputes within companies, including private and foreign companies, environmental protests and ethnic clashes – and shows how the nature of protests has changed over time. The book argues that the protests have been prompted by the socioeconomic transformations of the last decade, which have dislocated many individuals and groups, whilst also giving society increased autonomy and social freedom, enabling many people to become more vocal and active in their confrontations with the state. It suggests that many protests are related to corruption, that is failures by officials to adhere to the high standards which should be expected from benevolent government; it demonstrates how the Chinese state, far from being rigid, bureaucratic and authoritarian, is often sensitive and flexible in its response to protest, frequently addressing grievances and learning from its own mistakes; and it shows how the multilevel responsibility structure of the Chinese regime has enabled the central government to absorb the shock waves of social protest and continue to enjoy legitimacy.

Most studies of Southeast Asian economic change focus on the phenomenal growth experienced by a few large cities, such as Jakarta, Bangkok, Hong Kong, Kuala Lumpur, and Singapore. Big business has been viewed as the economic engine fueling the region's growth and prosperity. Studies of the rural areas have concerned themselves with the social and environmental impact of metropolitan growth--villages emptied by migration to the big cities, cultures crushed by tourist development, and agribusiness and lush landscapes destroyed by the devastation of natural resources. The literature reveals that few analysts have examined the middle distance between metropolis and countryside. The contributors to this book have addressed the issue by concentrating on the intermediate level of economic, political, and social life--the world of Thailand's provincial cities and market towns. When citizens suddenly believe otherwise, a dictator's power is anything but, as the Soviet Union's collapse revealed. This conviction – that power rests ultimately on citizens' beliefs – compels the world's autocrats to invest in sophisticated propaganda. This study draws on the first global data set of autocratic propaganda, encompassing nearly eight million newspaper articles from fifty-nine countries in six languages. The authors document dramatic variation in propaganda across autocracies: in coverage of the regime and its opponents, in narratives about domestic and international life, in the threats of violence issued to citizens, and in the domestic events that shape it. The book explains why Russian President Vladimir uses Donald Trump as a propaganda tool and why Chinese state propaganda is more effusive than any point since the Cultural Revolution.
