This publication reviews the use of functional review as a tool for public administration reform in Europe and CIS region. Lack of economic development has stimulated the search for new methods and approaches in conducting reform. Public administration reform is now seen as a condition of success. As a result, answers to the question how the deadlock in administrative reform processes can be broken are sought ever more widely. Functional review is often seen as part of the solution. It is a tool that, if used properly, can help open up issues that previously could not be address.
