Written by two authors with a wide range of experience in international affairs, this introductory text addresses both the commonalities and diversity of administrative practice around the world, including a succinct but thorough overview of PA in the United States. It combines solid conceptual foundations with strong coverage of nuts-and-bolts "how to" topics, such as personnel management, procurement, and budgeting, and covers both developed countries and developing and transitional economies. The book's chapters are organized into four major sections: government functions and organization; management of government activity; interaction between government and citizens; and prospects of administrative reform. Plentiful illustrations and examples throughout the book, and "What to Expect" sections and discussion questions in each chapter, make this an ideal text for any PA course that takes a global perspective.

The Social Construction Of Public Administration written by Jong S. Jun and has been published by State University of New York Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-02-01 with Social Science categories.

In this conceptual guided tour of contemporary public administration, Jong S. Jun challenges the limitations of the discipline which, he argues, make it inadequate for understanding today's complex human phenomena. Drawing on examples and case studies from both Eastern and Western countries, he emphasizes critical and interpretive perspectives as a counterforce to the instrumental-technical rationality that reduces the field to structural and functionalist views of management. He also emphasizes the idea of democratic social construction to transcend the field's reliance on conventional pluralist politics. Jun stresses that public administrators and institutions must create opportunities for sharing and learning among organizational members and must facilitate interactive processes between public administrators and citizens so that the latter can voice their problems and opinions. The future role of public administrators will be to transcend the limitations of the management and governing of modern public administration and to explore ways of constructing socially meaningful alternatives through communicative action and the participation of citizens.

It discusses various reasons for the emergence of the New Public Management (NPM), an alternative model of the centralized governance which emphasizes less, better, efficient, effective, responsive accountable governance, downsizing of bureaucracy and reorganization of Government. The globalization of economy with increasing competition is also an important cause for the growth of this alternative model (NPM) called manageralism, market based public administration/reinventing government which is based on economics and private management. It also discusses the infeasibility of the implementation of the NPM in India due to the bureaucratic-politician self-aggrandizement at the expense of public interest besides other significant factors. Policy makers, research scholars and students of public administration may find the useful.
