At a time when job creation tops the policy agenda globally, this issue of the Fiscal Monitor explores if and how fiscal policy can do more for jobs. It finds that while fiscal policy cannot substitute for comprehensive reforms, it can support job creation in a number of ways. First, deficit reduction can be designed and timed to minimize negative effects on employment. Second, fiscal policy can facilitate structural reforms in the labor market by offsetting their potential short term costs. And third, targeted fiscal measures, including labor tax cuts, can help tackle challenges in specific segments of the labor market, such as youth and older workers.

Much has been written about the many economic benefits of globalization and the triumph and spread of democratic liberalism with the end of the Cold War, following the demise of the Soviet Union. This work takes issue with such "wine and roses" perspectives about the future of the Western democracies and their faith-based views on the moral purity of a globalized marketplace. It also questions many of the assumptions found in the status quo reinforcing discipline of international political economy (IPE)—a discipline that focuses on the formal and legitimate economies and the façade they present that international relations and commerce is still dominated and dictated solely by the old Westphalian state centric system. Part II considers the regulation of occupational pension schemes in The Netherlands and the United Kingdom, and whether there is still a role for the State in providing earnings-related pensions in the United Kingdom. Part III presents demographic projections for the next half-century, using Ireland as an example, looks at some of the options which have been used in Finland, and proposed in the United States, to cope with population ageing, and examines issues of intergenerational equity which are posed by these options. All the chapters deal with recent reforms. The chapters are written by acknowledged experts in their field who are independent of both the pensions industry and Government.
