This study provides a conceptual framework for analysing Results-Based Approaches to improving public sector effectiveness and efficiency according to their actor constellation and shared characteristics. Though the importance of functioning public sector agencies and organizations for sustainable development is accepted, public sector reform efforts have achieved only modest success. Results-Based Approaches aim at improving public sector performance through the establishment of reward modalities on the domestic and international levels, and the authors evaluate the potential of these approaches to provide an entry point for development cooperation. Applying their framework to empirical data obtained from fieldwork in Rwanda, they analyse the main domestic performance approach – Imhigo – and suggest how this might be strengthened.

This Joint Staff Advisory Note focuses on the Poverty Reduction Strategy Paper for Rwanda. Rwanda’s second Economic Development and Poverty Reduction Strategy (EDPRS 2) covers FY2013/14–2017/18. It builds on the lessons learned in the implementation of the EDPRS 1. Among the positive lessons, the authorities point to the importance of ownership of the strategy including aid-financed programs, home-grown initiatives, community-based solutions, and an adequate institutional and legal framework. The overall objectives of the EDPRS 2 are to accelerate growth and further reduce poverty, including extreme poverty.

Abstract: During the 2000s, budget support had been a preferred aid modality for implementing the principles of effective aid formulated in the 2005 Paris Declaration. While the literature attested to the positive effects of the modality, the 2010s have been marked by the withdrawal of many donors from the modality. The modality had increasingly come under criticism due to scandals in the recipient countries and accountability pressures at home. This evaluation used a theory-based approach comprised of comparative case studies in Malawi, Rwanda, Uganda and Zambia, which were complemented by an innovative process tracing approach. The results of the evaluation show that the exit from budget support increases fragmentation in aid portfolios and lowers harmonization and coordination among donors. The exit led to negative developments in most areas that had benefited from the introduction of budget support, for example in public expenditure for social sectors and macroeconomic performance.
