The title of this book has two meanings. One meaning expresses a sense of relief that during the last several years post-secondary institutions have begun to pay serious attention to the enhancement of instruction on their campuses. There has been an emergence of new organisations, associations, conferences, seminars, and workshops; a proliferation of books, journals, and articles; an expansion of research and investigative inquiry; and a growth of interest among post-secondary faculty-members and administrators -- all of which are devoted to various aspects of the improvement of both teaching and learning at the undergraduate level. These initiatives have combined to furnish undeniable evidence attesting to the pursuit of better teaching and learning in higher education. Increasing numbers of post-secondary educators, students, and tax payers at large not only welcome wholeheartedly this new emphasis, and -- as suggested by the last clause in the title -- they feel it has been long overdue! A second interpretation of the title -- and the one which is a key theme of this book -- emphasises the substantive concept of the use and management of time (and timing) as an integral component of effective instruction. This is an open access book. It is with great pleasure and excitement that we gather here today for the annual international academic conference organized by the Mongolian National University of Education. For the past seventeen years, this conference has served as a platform for scholars and researchers to explore and discuss critical issues in higher education. Each year, we witness its growth in scope, quality, and participation, reaffirming its significance as a forum for intellectual exchange and collaboration. This conference since the last year was registered in the Atlantis Press of Springer Nature, providing open access to all the research papers presented and discussed during our time together. This development not only highlights the significance of our scholarly contributions but also amplifies the impact of our collective knowledge on a global scale. It is indeed an honor to host esteemed researchers from six countries, this international collaboration reflects the importance of cross-cultural dialogue and the shared commitment to advancing education quality. We are grateful to the participating organizations, such as the Ministry of Education and Science, Mongolian National Council of Education Accreditation, and many others, for their valuable contributions and support. Throughout this conference, a total of 29 papers will be discussed in plenary and three parallel sessions focusing on "New generation learner – learning”, “New generation teacher – teaching” and “Future education policy and planning”.
