An argument for reimagining skill in a way that can extend economic opportunity to workers at the bottom of the labor market. The United States has a jobs problem—not enough well-paying jobs to go around and not enough clear pathways leading to them. Skill development is critical for addressing this employment crisis, but there are many unresolved questions about who has skill, how it is attained, and whose responsibility it is to build skills over time. In this book, Nichola Lowe tells the stories of pioneering workforce intermediaries—nonprofits, unions, community colleges—that harness this ambiguity around skill to extend economic opportunity to workers at the bottom of the labor market. Skill development confers shared value to both workers and employers because it lies at the intersection of their respective interests. Connecting skill to economic inequality, Lowe calls for solutions that push employers to accept greater responsibility for skill development. She examines real-world examples of workplace intermediaries throughout the United States, exploring in detail the work of manufacturing-focused organizations in Chicago and Milwaukee, and a network of community colleges in North Carolina that coordinates training for biopharmaceutical manufacturers. As workforce intermediaries help employers reinterpret skill, they also convince them to implement inclusive work-based systems that extend family-sustaining wages and better working conditions across the entire workforce. With renewed policy emphasis on skill development, these opportunity-rich solutions can be further expanded—ensuring workers across the entire educational spectrum contribute skills that drive innovation forward and share the gains they generate for the twenty-first century workplace.

This book addresses the question of how to build and upgrade job relevant skills. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

A book on social skills is still to come and it might seem that the sequence should be reversed on the grounds that social skills are obviously one element in management skills but it is appropriate to deal with management first on the criterion of increasing complexity. Management skills are easier to understand than general social skills. This is because the defining characteristic of a skill is a purpose. The purpose of organizations in which managers operate and the tasks in which they are engaged are not easy to define but they are certainly less obscure than are the more general purposes of communities and people interactions in which the complete range of social skills is practised. Skills, like purposes, are inherently to do with people. It follows that the 'skills view' of management will be as a people-based activity. Individuals carry out management tasks and these tasks always involve other individuals, of whom some are subordinate, some superior and some equivalent within the hierarchy of the particular management organization. The concept of a hierarchy is as central to management as it is to skills. The alternative to hier archy is anarchy. Management is not solely concerned with people.
