Es stellt sich nicht die Frage, ob die Krankenh„user darauf reagieren mssen, sondern nur wie sie den Herausforderungen optimal begegnen k”nnen. Das Personal stellt dabei im Krankenhaus die essentielle Ressource dar. Das heiát auch, dass die Entwicklung des Personals eine wesentliche Rolle spielen muss um den steigenden Anforderungen gerecht werden zu k”nnen. Die Personalentwicklung ist ein Instrument mit dem verschiedene Herausforderungen gemeistert werden k”nnen - die Qualit„tssicherung ist ein weiteres. In diesem Buch wird die Verbindung hergestellt als eine Art Symbiose dieser beiden Konzepte. Wie kann die Personalentwicklung als Instrument zur Qualit„tssicherung genutzt werden? Die Personalentwicklung umfasst die drei Hauptbereiche Bildung, F”rderung und Arbeitsstrukturierung. Wesentlich ist hier, dass alle drei S„ulen vom Unternehmen beachtet werden mssen. Allein durch Bildungsangebote entsteht kein Personalentwicklungskonzept. Im Buch wird beschrieben was eine systematische Personalentwicklung im Krankenhaus ausmacht und wie sie strategieorientiert und anhand verschiedener Instrumente aufgebaut werden sollte, damit sie als Instrument sowohl fr Mitarbeiter wie auch fr die Unternehmen selbst von groáem Nutzen ist. Im Weiteren wird der Begriff Qualit„tssicherung selbst erl„utert. Dabei steht neben der Definition des Begriffs und des praktischen Ablaufs des Qualit„tssicherungszyklus auch die Frage nach der internen und externen Qualit„tssicherung im Mittelpunkt. Qualit„tssicherung bedeutet sowohl die šberprfung wie auch die Sicherstellung von professionellem Handeln. Dazu werden Instrumente entwickelt, Daten erhoben und Verbesserungsmaánahmen umgesetzt. Die Personalentwicklung kann, nach eingehender Analyse, als derartiges Instrument betrachtet werden. Einerseits kann sie als Instrument intern anhand des Qualit„tssicherungszyklus (analog zum Deming-Circle) umgesetzt werden. Dieser Prozess wird im Buch deutlich dargestellt. Andererseits wird sie auch in externen šberprfungsverfahren genutzt. Hierzu wird im Buch verglichen welche Maást„be KTQ und EFQM zum Konzept der Personalentwicklung setzen. Es fallen hierbei Gemeinsamkeiten und auch deutliche Unterschiede auf. W„hrend die Gemeinsamkeiten sich eher darauf beziehen welche Bereiche der Personalentwicklung fokussiert werden, beziehen sich die Unterschiede auf die Art und Weise der Umsetzung. Grunds„tzlich ist aktuell in der Umsetzung der Personalentwicklung als Instrument sowohl in der internen wie auch der externen Qualit„tssicherung noch Verbesserungspotential zu erkennen, das hinsichtlich der zuknftigen Herausforderungen auch genutzt werden sollte.

Today we are seeing a new form of blended learning: not only is technology enhancing the learning environment but formal and informal learning are combining and there is self- and peer-assessment of results. These new paradigms are then applied to learning and education to outline what open learning landscapes look like. Local political structure is far more important in Switzerland than in the centralized polities of most modern European countries, given the historically decentralized nature of the Swiss system (see Hass, J.K. 1999: 1067). “Thus the Swiss municipal organisation has proved to be extremely stable in comparison to other countries. They strongly vary in size and the majority are very small. Between 1848 and 1998 the number of municipalities was reduced only from 3204 to 2914 “(see Ladner, A. 1991: 5-6). In this paper, the focus will be on the local government in Switzerland. But before we come to this part, we think it is necessary to give an overall view of Switzerland in general and its political system. Here, we will also introduce the issue of direct democracy in Switzerland, as we think it is a characteristic political element within the Swiss democracy and also plays an important role on the communal and local level. Then we will describe the local level in detail. This will include a short summary about the development of the Swiss communes in history, the role of the communes given by the Swiss constitution, the structure and organization of communes and the responsibilities they have. Finally, we will comment our findings and draw conclusions about the grade of decentralization and what follows from this for the Swiss democracy.
