Occupational skills profiles describe, in a comprehensive and standardised way, the skill requirements for individual jobs. The aim of the study is to bridge the information gap on occupational profiles by providing essential characteristics required by the economy, in terms of level and field of education and training, as well as other requirements such as knowledge, skills, competence, occupational interests, and work values. OSPs have been developed for several purposes: analysing, projecting and forecasting skill needs; determining and measuring skill mismatches in different countries, sectors, or occupations; comparing skill needs across European countries; and determining change over time.

Today, information and data on skills development come mainly from household and employees surveys: trends in the labour market, demand and supply of skills, data on skill mismatch and skills obsolescence. Recurrent analysis of individual cross-sectional data and their extrapolation into the future indicates significant structural changes over time. Despite the critical nature of such structural data, they do not allow one to understand fully the complexity of changing skill requirements and developments in occupations at the workplace. Therefore, Cedefop, with financial support from the European Commission has taken a step forward by developing a European employer survey on skill needs. Cedefop worked, in close cooperation with experts, to develop and evaluate innovative approaches for measuring skill needs from the employers' point of view. The pilot survey focuses on testing questions on the importance of generic skill requirements and specific working tasks, as well as relevant changes in defined occupations. It also collected information on drivers of change, such as innovation, and their impact on skill requirements at the workplace to broaden the perspective on future needs. The survey also piloted questions on staff preparedness to meet new requirements, and firms' policies to address this issue. This publication describes in brief the measurement concept and the survey methodology tested in the pilot survey to identify current and future skill needs as perceived by employers in Europe. It provides illustrative findings with some implications to be followed up in future work, as well as an assessment of the approach's practicability and options for moving to a large-scale employer survey on skill needs in Europe. The European labour market is challenged by changes in the demographic composition of the labour force and increasing work complexities and processes. Skills forecasting makes useful contribution to decisions by policy-makers, experts and individuals. In this publication, Cedefop presents the latest results of skills supply and demand forecasts. Alongside the most likely scenario, it shows the impact of alternative labour market activation or migration policies on future labour market imbalances, illustrating the effects of the "highest possible" labour market activity rates based on past and possible future baseline trends. This paper analyses job advertisements posted on the public EU portal EURES to identify the specific skills and characteristics that are demanded in the European labour market in selected low- and medium-skilled occupations and in different sectors. This research is innovative in exploring online job advertisement data from the EURES website and quantifying different skills, personal attributes and characteristics requested by employers in three countries: the Czech Republic, Denmark and Ireland. While we find that the service sector demands non-cognitive skills more than other types of occupations, the skill-demanded mix is very diverse across the countries analysed, implying that there is no universal demand and that domestic institutions and structures affect how demand is formulated. We point to potential limits of 'European occupational labour markets' as we find that employers' preferences across the three countries seem rather distinct for similar types of jobs. Our work shows that online portals can become a useful source for gathering information about the content and specificities of demand at the micro-level.

"Several interdisciplinary studies highlight imperfect information as a possible explanation of skill mismatches, which in turn has implications for unemployment and informality rates. Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others."
