In the period between 1575 and 1625, civic peace in England, Scotland, and Ireland was persistently threatened by various kinds of religiously inspired violence, involving conspiracies, rebellions, and foreign invasions. Religious divisions divided local communities in all three kingdoms, but they also impacted relations between the nations, and in the broader European continent. The challenges posed by actual or potential religious violence gave rise to complex responses, including efforts to impose religious uniformity through preaching campaigns and regulation of national churches; an expanded use of the press as a medium of religious and political propaganda; improved government surveillance; the selective incarceration of English, Scottish, and Irish Catholics; and a variety of diplomatic and military initiatives, undertaken not only by royal governments but also by private individuals. The result was the development of more robust and resilient, although still vulnerable, states in all three kingdoms and, after the dynastic union of Britain in 1603, an effort to create a single state incorporating all of them. R. Malcolm Smuts traces the story of how this happened by moving beyond frameworks of national and institutional history, to understand the ebb and flow of events and processes of religious and political change across frontiers. The study pays close attention to interactions between the political, cultural, intellectual, ecclesiastical, military, and diplomatic dimensions of its subject. The early modern ‘public sphere’ emerges out of a popular ‘culture of persuasion’ fostered by the Protestant Reformation. By 1600, religious identity could no longer be assumed as ‘given’ within the hierarchical institutions and elaborate apparatus of late-medieval ‘sacramental culture’. Reformers insisted on a sharp demarcation between the inner, subjective space of the individual and the external, public space of institutional life. Gradual displacement of sacramental culture was achieved by means of argument, textual interpretation, exhortation, reasoned opinion, and moral advice exercised through both pulpit and press. This alternative culture of persuasion presupposes a radically distinct notion of mediation. The common focus of the essays collected here is the dynamic interaction of religion and politics which provided a crucible for the emerging modern ‘public sphere’.

Stephen Hamrick demonstrates how poets writing in the first part of Elizabeth I's reign proved instrumental in transferring Catholic worldviews and paradigms to the cults and early anti-cults of Elizabeth. Stephen Hamrick provides a detailed analysis of poets who used Petrarchan poetry to transform many forms of Catholic piety, ranging from confession and transubstantiation to sacred scriptures and liturgical singing, into a multivocal discourse used to fashion, refashion, and contest strategic political, religious, and courtly identities for the Queen and for other Court patrons. These poets, writers previously overlooked in many studies of Tudor culture, include Barnabe Googe, George Gascoigne, and Thomas Watson. Stephen Hamrick here shows that the nature of the religious reformations in Tudor England provided the necessary contexts required for Petrarchanism to achieve its cultural centrality and artistic complexity. This study makes a strong contribution to our understanding of the complex interaction among Catholicism, Petrachanism, and the second English Reformation.

Robert Beale (15411601) was a diplomat and administrator who worked at the heart of Elizabethan governance and international policymaking. In spite or perhaps because of the voluminous record he left behind, he has never been the subject of a dedicated biography, and his remarkable life and influence have therefore remained hidden. By thoroughly investigating Beales personal reference archive, which remains largely intact at the British Library, and additional material from archives across the UK, mainland Europe, and the USA, this book brings Beales life into sharp focus: from his shadowy upbringing in Coventry and London, through his first trips to the European mainland in the 1550s, and to his prominent roles in Queen Elizabeths government. By reconstructing the complex web of transnational connections he forged throughout Europe, David Scott Gehring demonstrates for the first time the extent to which these networks and his experiences abroad made him an invaluable agent of the Elizabethan regime. In the process, Gehring reveals Beales broader significance for our understanding of the workings of Elizabethan government, especially the role of second- and third-level players within it, and he recognizes the impossibility of truly understanding Elizabethan England without considering its interactions with and connections to the rest of Europe.
