L'autonomie des collectivités locales est aujourd'hui un principe largement reconnu en Europe, même si ses traductions concrètes demeurent très variées. En France, elle est devenue, près de vingt ans après l'entrée en vigueur des grandes lois de décentralisation, une donnée importante de la vie politique, économique et sociale. Cependant, ses fondements juridiques sont encore incertains ; les marges de manœuvre financières des collectivités locales - plus grandes que dans beaucoup d'autres pays de l'Union européenne - doivent être réévaluées, notamment à la lumière des disciplines prévues par les traités de Maastricht et d'Amsterdam ; le jeu complexe des coopérations et des concurrences entre territoires, enfin, pose problème au regard des exigences de leur développement. L'avenir de l'autonomie locale dépendra dès lors de sa capacité à relever trois défis fondamentaux : celui de la démocratie locale, celui de l'efficacité économique et sociale, celui de l'équité et de la solidarité entre territoires. La Caisse des dépôts et consignations a consacré à ces questions essentielles ses deuxièmes Entretiens sur le développement local, qui ont rassemblé à Paris, le 30 septembre 1999, près de neuf cents participants. Le présent ouvrage prolonge cette manifestation en réunissant l'ensemble des communications qui y ont été présentées et les débats auxquels elles ont donné lieu, ainsi que plusieurs études complémentaires.
