Local governments throughout the west are undergoing a transformation of their leadership styles and structures. Some countries have abandoned traditional systems of collective or committee based decision-making in favour of Cabinet models or, more radically, a directly-elected executive mayor, while others have strengthened existing mayoral systems. There are a few exceptions to this trend. Based on original research in eleven countries the book assesses these changes in terms of their implications for political accountability, the role of lay politicians, political recruitment, the professionalization of leadership, and relations with the bureaucracy.

The forces of globalization are shifting our world, including the public sector, away from hierarchy and command and control toward one of collaboration and networks. The way public leadership is thought about and practiced must be, and is being, transformed. This volume in the "Transformational Trends in Governance & Democracy" series explores what the shift looks like and also offers guidance on what it should look like. Specifically, the book focuses on the role of "career leaders" - those in public service - who are agents of change not only in their own organizations, but also in their communities and policy domains. These leaders work in network settings, making connections and collaborating to create public value and advance the common good. Featuring the insights of an authoritative group of contributors, the volume offers a mix of scholarship, from philosophical discussions to conceptual models to empirical studies that, taken together, will help inform the transformation of public leadership that is already underway.

Most local government managers would like to use information technology (IT) that helps their organizations serve the community by reducing costs, expanding services, and eliminating risk. Sometimes it's not so easy. This book is intended to be a practical guide for local government managers wanting to maximize the value of IT in their organizations. It provides recommendations for aligning IT with local government's strategic vision, identifying opportunities to leverage technology, as well as tackling the ever-challenging step of getting started. Simply adopting individual technologies to fulfill each need as it arises is not the answer. This short-sighted approach has helped to install many of the incompatible technologies that live within local governments today. Technology must be approached from the broader perspective as facilitator of an integrated organization that works together. As our governments adopt more complex technologies, quality management systems are needed to ensure that there is alignment - not conflict - with the goals of the business. If problems exist within the IT infrastructure, there are a whole host of headaches and issues that can slow or even stop government services. At the core, it is important to understand industry norms and how your IT group compares in terms of functionality, structure and cost to other successful government IT systems. If organizational processes are designed collectively and IT is managed properly, local government managers will be empowered to save taxpayer dollars, reduce business risk, enhance services delivered to the community, and even identify new revenue streams. Local governments are in the process of a metamorphosis. Organizations are transitioning from a collection of isolated departments with separate functions and deliverables, to a unified business that shares information through linked processes. At the heart of the transformation is visionary leadership combined with dynamic and clear management of the technology. Along with this spirit of transformation, we must be able to use our IT resources more wisely. Communities are increasing their demands for services, while challenging economic times are intensifying downward fiscal pressures. As a result, local governments are searching for ways to lower their cost to serve - examining both what services are provided and how they are delivered. Changing political leadership and evolving technologies can often make achieving effective IT seem impossible. Written by management and IT experts with years of hands-on experience working with city and county managers, Transforming Government is a hands-on manual that outlines the steps to align IT with local government's strategic vision, maximize the value of IT, and begin the transformation.

"The Journey to Transform Local Government is about the challenges and opportunities for municipalities in South Africa as they journey towards delivering on the promise of developmental local government. It deals with various issues on the continuum of local government transformation in South Africa, for example, what does Sustainable Development Goal 11 mean for a municipality? Given that good governance is essential for success, are municipalities implementing anti-corruption policies and are the Municipal Public Accounts Committees functioning? How do we staff municipalities with professionals who see local government as their career of choice? And, given that our ageing infrastructure poses risks for the future, what should municipalities do to ensure proper maintenance? How do we manage the overlapping roles of traditional leaders and municipalities? Can traditional land use allocation and building practices co-exist with municipal planning and building regulations? And, when municipalities insist on town planning and building regulations, how does this affect local entrepreneurs? Lastly, how do we measure spatial transformation in practice? The authors grappling with these questions come from universities, government, civil society and the private sector. They fill the pages of this book with some of the latest research on local government, grounded in the reality of today's South Africa."--Back cover.
