Originally published in 1984. How to respond to ethnic diversity is a question of major importance for teachers. The multi-ethnic school is only one aspect of a multi-ethnic society, and the problems and complexities teachers face have far-reaching implications. Attention has turned from fitting minority ethnic groups into existing education systems to achieving equality in a multi-ethnic society, with consequent questions about and changes in the practice of teaching. This book guides the reader through the complexities of changes in the field of race and education, examining developments in both policy and practice. It looks at the radical answers which were developing within a number of national education systems - in Britain, Australia, Canada, the US and elsewhere, and at the teachers’ practical responses to the pressing problems.

In 1954 the Supreme Court decided Brown v. Board of Education; ten years later, Congress enacted the Civil Rights Act. These monumental changes in American law dramatically expanded educational opportunities for racial and ethnic minority children across the country. They also changed the experiences of white children, who have learned in increasingly diverse classrooms. The authors of this commemorative volume include leading scholars in law, education, and public policy, as well as important historical figures. Taken together, the chapters trace the narrative arc of school desegregation in the United States, beginning in California in the 1940s, continuing through Brown v. Board, the Civil Rights Act, and three important Supreme Court decisions about school desegregation and voluntary integration in 1974, 1995, and 2007. The authors also assess the status of racial and ethnic equality in education today and consider the viability of future legal and policy reform in pursuit of the goals of Brown v. Board. This remarkable collection of voices in conversation with one another lays the groundwork for future discussions about the relationship between law and educational equality, and ultimately for the creation of new public policy. A valuable reference for scholars and students alike, this dynamic text is an important contribution to the literature by an outstanding group of authors.

In spite of considerable progress on racial equality issues and multicultural education made in the schools of the United Kingdom, many areas of disadvantage remain for ethnic minority students and some new ones have emerged. Quite apart from the moral and educational imperatives behind policies against racism, there are legal implications for schools that neglect these areas of concern. The duties of local authorities under the Race Relations Act of 1976 are outlined. Suggestions are also made for things classroom teachers can do to promote racial equality in the whole school. In addition to their role in making whole-school policy, teachers can do much in specific subject areas to enhance equality for all students and combat racist behavior and assumptions. Some ideas are offered for various subject areas. Sensitivity to the languages and culture of students is needed, and educational establishments can take a leading role in the whole area of equal opportunities. (SLD)

In response to the 1999 Macpherson Report on the Stephen Lawrence Inquiry, the Government gave OFSTED lead responsibility for monitoring how schools address and prevent racism. This research, undertaken for the Commission for Racial Equality, evaluates how OFSTED is fulfilling that responsibility. Through a meticulous analysis of inspection reports and documents, the researchers reveal how, even where there is compelling evidence of racial inequalities in a school's educational provision, issues concerning ethnic differentials in attainment and exclusion rates, racial harassment or the support provided for pupils who have English as an additional language are rarely reported to teachers, parents and governors. From the HMI and contracted inspectors we learn something of the OFSTED culture and how both past and present frameworks, although apparently robust, frequently fail to deliver on race equality. Headteachers and LEA officers in three contrasting local authorities suggest ways in which the school inspection process might be improved so as to contribute effectively to the realization of racial justice. This report is essential reading for teachers, governors, researchers and policy makers, and all who are concerned with improving standards and achieving race equality in education.

The promise of a free, high-quality public education is supposed to guarantee every child a shot at the American dream. But our widely segregated schools mean that many children of color do not have access to educational opportunities equal to those of their white peers. In Integrations, historian Zoë Burkholder and philosopher Lawrence Blum investigate what this country’s long history of school segregation means for achieving just and equitable educational opportunities in the United States. Integrations focuses on multiple marginalized groups in American schooling: African Americans, Native Americans, Latinxs, and Asian Americans. The authors show that in order to grapple with integration in a meaningful way, we must think of integration in the plural, both in its multiple histories and in the many possible definitions of and courses of action for integration. Ultimately, the authors show, integration cannot guarantee educational equality and justice, but it is an essential component of civic education that prepares students for life in our multiracial democracy.

Young people develop their value systems during their school years, offering the perfect window of opportunity for educators to challenge prejudice and promote race equality during these formative years. Yet, as teacher training is increasingly school-centred and school budgets are stretched more thinly than ever, most teachers do not feel they have the time to develop the language or skills to do so. More Than Words is an easily implementable tool for all educators - teachers, senior leaders, governors and support staff - to help them look beyond fire-fighting racist incidents to create long-term systemic changes. Supporting teachers in a non-judgemental fashion, this book dismantles any myths they may be harbouring so they can engage with issues with an open mind, allowing them to create positive change. This comprehensive guide helps school staff to create a safe, inclusive and supportive environment for all young people.
