Static radar cross-section (RCS) measurements of a pristine .50 caliber bullet at Ka-band are reported. Measurements are from 32.4-GHz to 35.6-GHz using a stepped frequency waveform with range resolution of 4.7-cm. The measurements are compared with model data and have good agreement. The data was collected during the summer of 2003 at the Army Research Laboratory's (ARL) millimeter wave anechoic chamber research facility located at the Adelphi Laboratory Center (ALC), Maryland.

Two methods of measuring radar cross sections as small as 10 to the minus 10 power sq m are described. The first technique uses the return signal from a doppler radar. The second relates radar cross section to variation in VSWR produced by the target when placed in a waveguide. These methods were used to measure the cross section of mosquitoes. Results of these measurements at both X and Ku-bands are included. Calibration techniques are discussed for both methods of cross section measurement.

The fundamentals of radar cross section measurements are reviewed. Measurement facilities, including the present research activities on compact range techniques, are then described. Instrumentation radars have benefited from both wide bandwidth electronics and digital processing capabilities. Fourier transform techniques, in particular, provide both additional information on target scattering, and increased measurement accuracy by isolating the target from radar returns from the measurement facility. The frequency coverage has also been extended to include millimeter wave frequencies. Achievable accuracy is important in any measurement program, and those factors that limit the accuracy of radar cross section measurements are discussed.

This thesis compares the relative performance of a CW-nulling technique versus a pulse-gating technique for radar cross section (RCS) measurements. The purpose is (1) to provide a detailed comparison of these two systems in terms of system noise figure and systems losses, and (2) to demonstrate the effectiveness of time-separating the target area from the surrounding chamber when using the pulse-gating technique. The pulse-gating system is shown to have far superior system noise figure characteristics than the CW-nulling system. Pulse-gating has only a slightly greater system loss due to the added complexity of the pulse modulating and range gating components. The combined effect is that the pulse-gating technique is capable of improving signal-to-noise, thus increasing the reliability of making accurate RCS measurements.
