Depuis 2003, les missions d’information successives sur le contrôle de l’exécution des crédits de la Défense ont rendu sept rapports visant à s’assurer, année après année, du respect des engagements financiers pris dans la loi de programmation militaire et la loi de finances et du bon emploi de ces crédits par le ministère de la Défense. Les rapporteurs Geneviève Gosselin-Fleury et Philippe Vitel ont souhaité ne pas se limiter à un bilan purement rétrospectif de l’exécution de la loi de finances pour 2013 mais explorer, comme cela s’est d’ailleurs déjà fait par le passé, des thématiques plus spécifiques, qui ne se limitent pas à l’examen de la seule exécution des crédits, qu’il s’agisse : – de la dissuasion nucléaire, pour laquelle le président de la République, chef des armées, a décidé le maintien des deux composantes ; – de la cyberdéfense, priorité de la dernière loi de programmation militaire ; – des recettes exceptionnelles liées aux cessions de bandes de fréquence et de biens immobiliers, dont l’importance est accrue dans la nouvelle loi de programmation militaire ; – du niveau insuffisant de crédits prévus pour faire face aux besoins en titre 2, en dépit de la poursuite de la baisse des effectifs ; – des modalités spécifiques de budgétisation et financement du surcoût des opérations extérieures (OPEX).

La France a fait le choix de l’indépendance et de l’autonomie pour la constitution de ses forces de dissuasion. Les acteurs de la dissuasion interviennent ainsi sur l’ensemble de la chaîne : conception, production, mise en œuvre, entretien, modernisation et démantèlement. Cette maîtrise d’ensemble, qui place le pays au même niveau technique que les États-Unis, est l’une des conditions du maintien des compétences nécessaires à l’effectivité de notre dissuasion, et il faut la préserver. Au terme des auditions, le constat de Jean-Jacques Bridey et Jacques Lamblin est rassurant : la situation est sous contrôle, et il y a toutes les raisons d’être confiant quant à la capacité de la France à conserver son indépendance. Toutefois, certains points de vigilance ont été soulignés par l’ensemble des personnes auditionnées, qu’il s’agisse des autorités militaires, de chercheurs, d’industriels ou de la Direction générale de l’armement (DGA) et de la Direction des applications militaires du Commissariat à l’énergie atomique (CEA-DAM). En premier lieu, il est indispensable de veiller à la robustesse du tissu industriel français de la dissuasion. En second lieu, et c’est là le principal, la permanence de notre dissuasion repose avant tout sur des femmes et hommes, nucléaristes, qui depuis près de soixante ans permettent à la France de conserver un niveau d’excellence, et d’assurer au président de la République les moyens de préserver les intérêts vitaux de la Nation. Ces femmes et ces hommes disposent de compétences rares, de haut niveau, et il convient de tout faire pour continuer de les maîtriser. Là est touut l’enjeu du présent rapport.
