Science has been ubiquitous in public decision making in the United States in the 1980s and promises to serve no less a role in the decade and new century ahead. Government actions are justified on the basis of scientific evidence in an overwhelming array of issue areas. Legislating health warnings on cigarette packaging in the 1960s, banning the use of cyclamates, phasing down the lead content of gasoline in the 1970s, and denying construction permits for projects in ecologically sensitive locations are just a few of the multitudinous ways that our public agencies at various levels of government have availed of scientific expertise to assist in the making of public policy throughout the recent decades. Relying on science to make decisions or to resolve disputes is a political tactic, however, and one that threatens to subvert democratic decision making.

‘Scientific advice to politics’, the ‘nature of expertise’, and the ‘relation between experts, policy makers, and the public’ are variations of a topic that currently attracts the attention of social scientists, philosophers of science as well as practitioners in the public sphere and the media. This renewed interest in a persistent theme is initiated by the call for a democratization of expertise that has become the order of the day in the legitimation of research funding. The new significance of ‘participation’ and ‘accountability’ has motivated scholars to take a new look at the science – politics interface and to probe questions such as "What is new in the arrangement of scientific expertise and political decision-making?", "How can reliable knowledge be made useful for politics and society at large, and how can epistemically and ethically sound decisions be achieved without losing democratic legitimacy?", "How can the objective of democratization of expertise be achieved without compromising the quality and reliability of knowledge?" Scientific knowledge and the ‘experts’ that represent it no longer command the unquestioned authority and public trust that was once bestowed upon them, and yet, policy makers are more dependent on them than ever before. In recent years sociologists of sciences have become more interested in scien tific elites, in the way they direct and control the development of sciences and, beyond that, in which the organization of research facilities and resources generally affects research strategies and goals. In this volume we focus on scientific establishments and hierarchies as a means of bringing aspects of these concerns together in their historical and comparative contexts. These terms draw attention to the fact that much scientific work has been pursued within a highly specific organizational setting, that of universities and aca demic research institutes. The effects of this organizational setting as well as its power relations, and its resources in relation to governmental and other non-scientific establishments in society at large, deserve closer attention. One significant aspect of scientific establishments and hierarchies and of the power relations impinging upon scientific research, is the fact that the bulk of leading scientists have the professional career, qualifications and status of a professor. As heads or senior members of departments, institutes and laboratories, professors form the ruling groups of scientific work. They are the main defenders of scientific - or departmental - autonomy, accept or resist innovations in their field, play a leading part in fighting scientific controversies or establishing consensus. Even where research units are not directly controlled by professors, authority structures usually remain strongly hierarchical. These hierarchies too deserve attention in any explora tion of the social characteristics of scientific knowledge and its production.

This book introduces the concept of Water Diplomacy as a principled and pragmatic approach to problem-driven interdisciplinary collaboration, which has been developed as a response to pressing contemporary water challenges arising from the coupling of natural and human systems. The findings of the book are the result of a decade-long interdisciplinary experiment in conceiving, developing, and implementing an interdisciplinary graduate program on Water Diplomacy at Tufts University, USA. This has led to the development of the Water Diplomacy Framework, a shared framework for understanding, diagnosing, and communicating about complex water issues across disciplinary boundaries. This framework clarifies important distinctions between water systems - simple, complicated, or complex - and the attributes that these distinctions imply for how these problems can be addressed. In this book, the focus is on complex water issues and how they require a problem-driven rather than a theory-driven approach to interdisciplinary collaboration. Moreover, it is argued that conception of interdisciplinarity needs to go beyond collaboration among experts, because complex water problems demand inclusive stakeholder engagement, such as in fact-value deliberation, joint fact finding, collective decision making, and adaptive management. Water professionals working in such environments need to operate with both principles and pragmatism in order to achieve actionable, sustainable, and equitable outcomes.
