Europe has been facing increasing challenges in meeting its need for these materials, which are defined by their high economic importance and significant supply risk. The implementation of the Critical Raw Materials Act (CRMA) of EU aims to reduce this vulnerability by establishing a framework to ensure the Union's access to a secure and sustainable supply of critical raw materials. One important measure highlighted by this regulation is to increase CRM recycling. This report describes potential measures and instruments that may be relevant for Nordic countries and territories as tools for hitting the CRM recycling targets that CRMA introduces.

Critical raw materials (CRM) are used in various applications in different sectors, and their consumption will likely further increase in future. The threats caused by their limited availability and high prices have led to discussion on more efficient use of the resources available. The enhanced recycling of critical raw materials could be a significant opportunity for the Nordic countries.This report focuses on the recycling potential of wastes containing CRMs, analyses of the bottlenecks of recycling, and identifies potential policy instruments to eliminate the barriers or reduce their impact. In order to enhance sustainable recycling, the Nordic countries should improve knowledge of CRM availability, develop new recycling strategies, support demonstration and selected R&D actions, and strengthen Nordic influence on the development of European legislation and standards.

This report is the primary outcome from Part II of the project “An extended producer responsibility (EPR) system and new business models to increase reuse and recycling of textiles in the Nordic region”. This report is the second and final report from this project. The report proposes three packages of policy instruments: •Mandatory extended producer responsibility with a sup-plementary tax on hazardous chemicals in textiles. •Voluntary collective EPR with supplementary recycling certificates and raw material fees. •Pool of policy instruments for new business models that in-crease the active lifetime, reuse and eventual recycling of textiles. Recycling of waste from electrical and electronic equipment (WEEE) traditionally focuses on large quantities of waste materials such as plastics. However, some product groups in the WEEE contain hidden treasures in the form of critical metals. This project assesses the critical metals’ waste handling as part of five selected product groups, in the Nordic region. The environmental and economic benefits from the recycling of these metals currently and in the near future is quite substantial, mainly due to the presence of significant quantities of gold in the selected products.In order to contribute further to the circular economy concept, the Nordic countries should pay attention not only to quantitative but also to qualitative aspects of recycling, in order to capture recyclable materials that, although in small quantities, their recycling brings a high economic and environmental value.

The transition to Circular Economy necessitates right incentives for choosing products and services with lower environmental impacts, in the form of price signals and sufficient environmental information. An ecolabel indicates that the product is, environmentally speaking, among the best products available on the market and thus has the role to steer stepwise developments towards sustainability. The Swan criteria promote quality products with requirements on durability and the use of secondary raw materials. To further align the criteria with Circular Economy, future criteria development might focus more on aspects including upgradability, reparability, multi-functionality, component reuse and innovative forms of consumption and production. This report was prepared as part of a Nordic project, and the results could be useful in the development of the Nordic Ecolabel in the future.

Despite a 70% recovery target, the Nordics lag behind due to economic, legislative, and social barriers. The study emphasizes the need for better CDW statistics and highlights successful European initiatives. Key findings include that the barriers do not seem to be technical feasibility, but rather include economic obstacles, and regional variations in recycling. Recommendations include unified approaches, regulations, and stronger incentives for reuse and recycling of CDW. The study advocates waste prevention through reuse and design strategies for future constructions, emphasizing collaboration within the Nordics and the EU.
