Transportation is a significant contributor to national greenhouse gas emissions, and can be part of the Nation's solution to the climate change challenge. The Energy Independence and Security Act (December 2007) called upon the U.S. Department of Transportation (DOT), in coordination with the U.S. Environmental Protection Agency (EPA) and in consultation with the U.S. Global Change Research Program (USGCRP), to conduct a study of the impact of the Nation's transportation system on climate change and strategies to mitigate the effects by reducing greenhouse gas emissions. The study also considers fuel savings and air pollution reduction from these measures. This report responds to that directive. Volume 1: Synthesis Report provides an overview of transportation's contribution to greenhouse gas emissions (GHG), analyzes the effectiveness of various strategies available to reduce transportation sector GHGs, discusses the role of DOT planning and funding programs for strategic action on climate change, and concludes with five policy options that Congress may wish to consider. This study evaluates potentially viable strategies to reduce transportation greenhouse gas (GHG) emissions. The study was mandated by the Energy Independence and Security Act (P.L. 110-140, December 2007). The Act directed the U.S. Department of Transportation (DOT), in coordination with the U.S. Environmental Protection Agency (EPA) and consultation with the U.S. Global Change Research Program (USGCRP), to conduct a study of the impact of the Nation's transportation system on climate change and strategies to mitigate the effects of climate change by reducing GHG emissions from transportation. This study also examines the potential impact of these strategies on air quality, petroleum savings, transportation goals, costs, and other factors. Each GHG reduction strategy may have various positive impacts (including co-benefits) or negative impacts on these factors. Potential tradeoffs and interdependencies when reducing GHG emissions will need to be considered in order to develop balanced solutions. The study is presented in two parts: Volumes 1 and 2. Volume 1: Synthesis Report provides an overview of the study's findings and discusses policy options that Congress may wish to consider to reduce transportation GHG emissions. Volume 2: Technical Report provides the technical details of the assessment.

It is not intended to model or quantify the impacts of each policy option over time but instead to examine the means by which each influences behavior and the demand for and supply of energy- and emissions-saving technology, particularly in the modes of transportation with the greatest effect on the sector's consumption of petroleum and emissions of GHGs. In choosing among policies, elected officials must take into account many factors that could not be examined in this study, such as the full range of safety, economic, and environmental implications of their choices; therefore, the report does not recommend a specific suite of policies to pursue. Instead, the emphasis is on assessing each policy approach with regard to its applicability across transportation modes and its ability to affect the total amount of energy-intensive transportation activity, the efficiency of transportation vehicles, and GHG emissions characteristics of the sector's energy supply.

Instituting policies to manage or reduce GHGs would likely impact different states differently. Understanding these differences may provide for a more informed debate regarding potential policy approaches. However, multiple factors play a role in determining impacts, including alternative design elements of a GHG emissions reduction program, the availability and relative cost of mitigation options, and the regulated entities' abilities to pass compliance costs on to consumers. Three primary variables drive a state's human-related greenhouse gas (GHG) emission levels: population, per capita income, and the GHG emissions intensity. GHG emissions intensity is a performance measure. In this book, GHG intensity is a measure of GHG emissions from sources within a state compared with a state's economic output (gross state product, GSP). The GHG emissions intensity driver stands apart as the main target for climate change mitigation policy, because public policy generally considers population and income growth to be socially positive. The intensity of carbon dioxide (CO2) emissions largely determines overall GHG intensity, because CO2 emissions account for 85% of the GHG emissions in the United States. As 98% of U.S. CO2 emissions are energy-related, the primary factors that shape CO2 emissions intensity are a state's energy intensity and the carbon content of its energy use. Energy intensity measures the amount of energy a state uses to generate its overall economic output (measured by its GSP). Several underlying factors may impact a state's energy intensity: a state's economic structure, personal transportation use in a state (measured in vehicle miles travelled per person), and public policies regarding energy efficiency. The carbon content of energy use in a state is determined by a state's portfolio of energy sources. States that utilise a high percentage of coal, for example, will have a relatively high carbon content of energy use, compared to states with a lower dependence on coal. An additional factor is whether a state is a net exporter or importer of electricity, because CO2 emissions are attributed to electricity-producing states, but the electricity is used (and counted) in the consuming state. Between 1990 and 2000, the United States reduced its GHG intensity by 1.6% annually. Assuming that population and per capita income continue to grow as expected, the United States would need to reduce its GHG intensity at the rate of 3% per year in order to halt the annual growth in GHG emissions. Therefore, achieving reductions (or negative growth) in GHG emissions would necessitate further declines in GHG intensity.

Climate change, driven by the increasing concentration of greenhouse gases in the atmosphere, poses serious, wide-ranging threats to human societies and natural ecosystems around the world. The largest overall source of greenhouse gas emissions is the burning of fossil fuels. The global atmospheric concentration of carbon dioxide, the dominant greenhouse gas of concern, is increasing by roughly two parts per million per year, and the United States is currently the second-largest contributor to global emissions behind China. Limiting the Magnitude of Future Climate Change, part of the congressionally requested America's Climate Choices suite of studies, focuses on the role of the United States in the global effort to reduce greenhouse gas emissions. The book concludes that in order to ensure that all levels of government, the private sector, and millions of households and individuals are contributing to shared national goals, the United States should establish a "budget" that sets a limit on total domestic greenhouse emissions from 2010-2050. Meeting such a budget would require a major departure from business as usual in the way the nation produces and uses energy-and that the nation act now to aggressively deploy all available energy efficiencies and less carbon-intensive technologies and to develop new ones. With no financial incentives or regulatory pressure, the nation will continue to rely upon and "lock in" carbon-intensive technologies and systems unless a carbon pricing system is established-either cap-and-trade, a system of taxing emissions, or a combination of the two. Complementary policies are also needed to accelerate progress in key areas: developing more efficient, less carbon-intense energy sources in electricity and transportation; advancing full-scale development of new-generation nuclear power, carbon capture, and storage systems; and amending emissions-intensive energy infrastructure. Research and development of new technologies that could help reduce emissions more cost effectively than current options is also strongly recommended.
