El artículo realiza un breve recorrido histórico por la administración pública mexicanadesde el siglo xvi hasta el xxi, para describir el proceso de cambio institucional en la administración pública en México mediante dos mecanismos: la reforma y la modernización administrativa. La transformación institucional por la reforma comienza a partir de la reforma borbónica en la época virreinal, para transitar en el México independiente hacia las siete reformas administrativas más importantes: la de 1833, la creación de la Secretaría de Fomento en 1853, la de Juárez (1857), los cambios después de la revolución (1910), las que corresponden al periodo de 1917 a 1970, las reformas administrativas de 1970-1976 y la del periodo 1976-1982. Asimismo, se analiza la transformación institucional mediante los programas de modernización: descentralización, simplificación, modernización administrativa, combate a la corrupción y fomento a la transparencia, y mejoramiento de la gestión. A partir del nuevo institucionalismo se parte de la premisa de North (1995), en el sentido de que el "cambio institucional conforma el modo en que las sociedades evolucionan a lo largo del tiempo, por lo cual es la clave para entender el cambio histórico" (North, 1995, 3). Esta idea es aplicada a la administración pública en México para sostener que, además del cambio institucional en la reforma y la modernización, la publicación de la Ley Federal de Transparencia y Acceso a la Información Pública Gubernamental (2002), que da origen al Instituto Federal de Acceso a la Información (2003), la puesta en marcha del servicio profesional de carrera (2003) y la creación de la Secretaría de la Función Pública (2003), son hechos que buscan, de manera incremental,un cambio institucional en el aparato gubernamental.
