Highlighting the crucial yet largely overlooked role played by society's middle layers in the historical development of Latin America, Patrick Barr-Melej provides the first comprehensive analysis of the rise of Chile's middle-class reform movement and its profound impact on that country's cultural and political landscapes. He shows how a diverse collection of middle-class intellectuals, writers, politicians, educators, and bureaucrats forged a "progressive" nationalism and advanced an ambitious cultural-political project between the 1890s and 1940s. Together, reformers challenged the power of elite groups and sought to quell working-class revolutionary activism as they endeavored to democratize culture and fortify liberal democracy. School Choice in Chile examines the dramatic educational decentralization and privatization of schools in Chile. In the early 1980s, the Pinochet regime decentralized schooling, providing vouchers for parental choice of public or private schools. At the same time, the government supposedly gave the administration of schools to local municipalities. Although the reform has merit and is defended by some as a major achievement, Varun Gauri shows the many ways in which it has not worked.In this process of reform, neither the administration of schools nor school content was really decentralized from the Ministry of Education, nor did students gain equality of educationaly opportunity or better schooling outcomes. These failures of the post-welfare model are due partly to Chile's political and economic problems of the era, but are also evidence of flaws at its core, at least where education is concerned.The study presents data for an original survey of 726 households in Greater Santiago that finds more evidence for social and economic stratification among Chilean schools than past analyses have shown. Gauri finds that information about school quality, a sense of entitlement, and the use of specific search techniques increase the odds that a child attends a school with high achievement scores. Gauri offers some insights as he supports the criticism that market forces might exacerbate inequalities without necessarily generating clear gains in academic achievement. In the new system, many parents continued to be ill-informed about differences among schools, nonacademic factors played a major role in school selection, schools appeared to use entrance exams to practice a form of "creaming," and parental wealth was a strong determinant of whether families were willing and able to take full advantage of choice programs.These are extremely timely findings, especially in light of the current debate over school choice and vouchers in the United States. Because the United States has little experience in school choice, School Choice in Chile presents a convincing and necessary report on an almost twenty-year-old experience with information from which all nations can learn. Parents, policy analysts in education and social welfare, as well as those studying political science, public policy, and education, will find it extremely useful.

This study investigates the likely macroeconomic impact of various structural reforms that align the Chilean regulatory framework with international best practices. In this context, the analysis: i) presents a comparison across a large set of structural indicators; ii) identifies policy gaps with respect to OECD countries; and iii) provides quantification of the likely growth and fiscal impact of policy reforms needed to close the gaps. Chile’s economy is likely to benefit from streamlining business regulation and licensing, strengthening innovation and R&D capacity, improving labor market flexibility, and enhancing active labor market policies. Overall, the study presents a scenario in which Chile closes structural gaps with OECD’s 25th percentile over five years, with up to 6 percent higher output level and a cumulative net fiscal gain of about 1⁄2 percent of GDP.

Seminar paper from the year 2017 in the subject Politics - Region: Middle and South America, grade: 1,5, University of Potsdam (Chair for Political Science, Public Administration and Organization), course: Government and Governance in Developing Countries, language: English, abstract: In this short paper, I followed a comparative case study approach to explore the reforms and reform outcomes in four different Latin-American countries during the 1980s. I chose Chile as a successful example of structural adjustment politics and Bolivia, Peru and Argentina as deviating cases to evaluate different reform success. My findings supported a case-by-case evaluation. It turned out that orthodox structural adjustment policies were implemented differently in every country due to country-specific political, historical and institutional features as well as an altering relationship to international financing institutions. Generally, orthodox reforms seemed to back economic stabilization but not necessarily structural economic adjustment. A review of the current state of literature showed differing explanations for varying reform success. While some researchers attribute failure to heterodox deviation, others see a too orthodox course or suggest an explanation by inappropriate time and place for the reforms. Further research will be needed to clarify causalities. It is suggested to put a stronger focus on underlying context-dependent reform drivers and stumbling blocks.

"The "Chilean model" has been expostulated for some time in the Latin American and Caribbean region and elsewhere because it appeared that the country, despite terrible political and economic turmoil, embodied important lessons about economic management." Over the last 15 years, Chile has been the Latin American country with the most consistent and successful economic record. The success of Chile's economic reforms and the subsequent dramatic increase in real income are well known. To a large extent, Chile's positive fiscal outcomes have been the result of sound policies as well as sound fiscal institutions. However, there is room for improvement in the education and health sectors, and the results for Chile in terms of equality of income are not positive. 'Chile: Recent Policy Lessons and Emerging Challenges' presents a series of papers analyzing different aspects of Chilean public policy, which cover economic and social policies as well as regulatory and governance issues. The book is broken down into three parts: The first part examines the contribution of macroeconomic policies to superior outcomes; the second part analyzes the many advances in the social sector and the remaining troublesome issues; and the third part evaluates regulatory reforms and the effects of privatization. Since no public policy model is static, further reforms are needed to maintain Chile's economic growth as well as to respond effectively to public demands. As Chile grapples with its pockets of poverty, the balance between social safety nets and the need for greater efficiency in labor markets, a rebalancing of regulatory powers, and other thorny issues, it will need to rely on its institutional experience in public policy and conflict resolution.

In this paper, we study the macroeconomic impact of pension reform options in Chile, using a dynamic general equilibrium model. The main reform proposal considers raising contributions (employer side) and vehicle additional proceeds to individual accounts and to increase the support of solidarity pensions. We model increased contributions as a labor tax. We find the impact of this reform on GDP to be negative in the near to the medium run, with GDP declining by 0.5 percent by 2021, as a result of labor tax distortions which lead to a fall in labor supply, investment and to a loss in competitiveness. We also illustrate the main macroeconomics tradeoffs by analyzing alternative reforms, such as using revenues only to improve future pensions or a reform package funded by a mix of higher contributions and indirect taxes.
