The critical importance of well-performing public institutions and good governance for development and poverty reduction has come to the forefront in the 1990s. Reforming public institutions is a complex and difficult task. This publication is primarily intended as a guide for World Bank staff but it is also intended to serve the broader development community. It outlines a strategy which envisions significant changes in the focus of the Bank's work in this area. Some of these changes such as an enhanced focus on governance, capacity building and anticorruption, are already underway. The agenda for the next three years is to continue to foster these changes through a the advancement of analytical tools, new approaches t the design of lending operations, expanded emphasis on partnership with clients and other donors and progressive shifts in staffing, incentives and evaluation techniques. Included as an annex is an inventory of the Bank's governance and institutional reform programs which are in place.

Developing-country governance and its monitoring have risen to the top of the development agenda. This mounting interest is in response to compelling evidence that links governance to development performance-policy quality, public service provision, the investment climate, and the extent of corruption. 'Governance Reform: Bridging, Monitoring, and Action' lays out a broad framework for analyzing and monitoring governance in developing countries. It identifies fourteen core indicators for governance monitoring both broad measures of overall patterns and specific 'actionable' measures that can be used to guide reforms and track progress. The book also summarizes good practices for reforming public bureaucracies and checks and balances institutions (including parliaments, the justice system, media and information, and local governance); highlights improvements in transparency as a relatively low-cost and low-key way of deepening government accountability to civil society; and suggests ways to complement top-down reforms with approaches that focus directly on improving service provision and the investment climate (such as strengthening the bottom-up accountabilities of service providers to communities, firms, and citizens). 'Governance Reform' has no universally applicable trajectory of change. Rather, the aims are: to find country-specific entry points for reform which have development impact in the short-term; to address binding public management constraints, and to help build momentum for further change.

Reforming public-sector organizations--their structures, policies, processes and practices--is notoriously difficult, in rich and poor countries alike. Even in the most favorable of circumstances, the scale and complexity of the tasks to be undertaken are enormous, requiring levels of coordination and collaboration that may be without precedent for those involved. Entirely new skills may need to be acquired by tens of thousands of people. Compounding these logistical challenges is the pervasive reality that circumstances often are not favorable to large-scale reform. Whether a country is rich or poor, the choice is not whether, but how, to reform the public sector--how optimal design characteristics, robust political support, and enhanced organizational capability to implement and adapt will be forged over time. This edited volume helps address the “how†? question. It brings together reform experiences in public financial management and the public sector more broadly from eight country cases in East Asia: Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Papua New Guinea, Thailand, and Vietnam. These countries are at different stages of reform; most of the reform efforts would qualify as successes, while some had mixed outcomes, and others could be considered failures. The focus of each chapter is less on formally demonstrating success (or not) of specific reform, but on documenting how reformers maneuvered within different country contexts to achieve specific outcomes. Despite the great difficulty in reforming the public sector, decision-makers can draw renewed energy and inspiration, learning from those countries, sectors, and subnational spaces where substantive (not merely cosmetic) change has been achieved, and they can identify what pitfalls to avoid.
