Accountability is the cornerstone of good governance. Unless public officials can be held to account, then critical benefits associated with good governance, such as social justice, poverty reduction and development remain elusive. The impacts of non-responsive and unaccountable governance are perhaps most harshly felt by the citizens of Africa, where corruption and governance failures are broadly acknowledged as a principal obstacle to the achievement Over the past decade, a range of social accountability practices such as participatory budgeting, independent budget analysis, participatory monitoring of public expenditure and citizen evaluation of public services have been experimented with in many Africa countries. Their outcomes and lessons have, thus far, received little attend and documentation. This volume aims to make a contribution towards filling this gap by describing and analyzing a selection of social accountability initiatives from seven Sub-Saharan countries.

Electricity shortages are among the biggest barriers to South Asia’sdevelopment. Some 255 million people—more than a quarter of the world’soff-grid population—live in South Asia, and millions of households and firmsthat are connected experience frequent and long hours of blackouts.Inefficiencies originating in every link of the electricity supply chain contributesignificantly to the power deficit. Three types of distortions lead to most of theinefficiencies: institutional distortions caused by state ownership and weakgovernance; regulatory distortions resulting from price regulation, subsidies,and cross-subsidies; and social distortions (externalities) causing excessiveenvironmental and health damages from energy use.Using a common analytical framework and covering all stages of power supply,In the Dark identifies and estimates how policy-induced distortions haveaffected South Asian economies. The book introduces two innovations. First, itgoes beyond fiscal costs, evaluating the impact of distortions from a welfareperspective by measuring the impact on consumer wellbeing, producer surplus,and environmental costs. And second, the book adopts a broader definition of thesector that covers the entire power supply chain, including upstream fuel supplyand downstream access and reliability.The book finds that the full cost of distortions in the power sector is far greaterthan previously estimated based on fiscal cost alone: The estimated totaleconomic cost is 4–7 percent of the gross domestic product in Bangladesh, India,and Pakistan. Some of the largest costs are upstream and downstream.Few other reforms could quickly yield the huge economic gains that powersector reform would produce. By expanding access to electricity and improvingthe quality of supply, power sector reform would also directly benefit poorhouseholds. The highest payoffs are likely to come from institutional reforms,expansion of reliable access, and the appropriate pricing of carbon and local airpollution emissions.

Its success in transforming itself within just three decades from a very poor low-income country to a successful middle-income country is unparalleled. During this period, however, and in contrast to the first 30 years of the People's Republic, progress in the health sector has been disappointing. For example, during the period 1980-2007, China increased its income per head as a percentage of the OECD average from 3 percent to 15 per cent, but infant mortality fell no faste.

This book provides a critical analysis of the political and conflict impacts of “good governance” public finance reforms, showing how unintended distributional outcomes can undermine broader state‐building goals. The international community expends enormous resources trying to build “good governance” institutions in countries emerging from war. By ensuring efficiency, increasing transparency, and enhancing public accountability in the use of public resources, the adoption of “good governance” institutions is assumed to support stability, peace, and sustainable economic growth. Such assumptions, however, have a limited empirical basis and obscure a more complex reality. Drawing from political science and institutional economics, and evidence from major state‐building interventions in Afghanistan, Timor‐Leste, and Solomon Islands, this book explores the impacts of technocratic “good governance” reforms in fragile environments. Through the lens of public finance reform, it illustrates how efforts to achieve efficiency and accountability, while often bringing important benefits, can also undercut the patronage channels that draw together powerful elites, thereby increasing conflict pressures and eroding prospects for sustainable peace.
