Em discurso proferido poucas semanas depois da vitória dos aliados Oliveira Salazar auto-congratulou-se pela política do governo português face aos refugiados de guerra ao dizer: «Quaisquer outros na nossa situação acolheriam refugiados, […] por dever de solidariedade humana. Pena foi não termos podido fazer mais». Na verdade, para dezenas de milhares de refugiados oriundos da Alemanha Nazi, Portugal foi não só o ponto de partida para uma vida melhor como também o primeiro lugar que lhes inspirava segurança. Ignoravam porém, que desde a tomada de poder de Adolf Hitler em 1933, o governo português observava atentamente o movimento migratório desencadeado pelas medidas anti-semitas, tendo vindo a restringir sucessivamente as condições de entrada de estrangeiros no país. Além do mais, cabia à Polícia de Vigilância e Defesa do Estado, precursora da PIDE, a sua vigilância tanto no momento da sua chegada à fronteira como durante a sua estada no país. O presente livro pretende analisar as medidas tomadas pelo governo português contra o afluxo de refugiados, revelando simultaneamente como a sociedade portuguesa reagia à presença de milhares de estrangeiros que, apesar da sua curta estada, marcaram o país para sempre.

The mandate of the UNHCR has evolved since its original aim, particularly now in light of the unprecedented refugee crisis. This essay examines how the UNHCR has alleviated the influxes of refugees in, arguably, the most important hosting countries in Europe and the Middle East. Rooted in the theoretical framework of the UNHCR and looking into domestic refugee relief policies and socioeconomic integration, I will analyze and compare the protracted refugee situations of Syrians fleeing towards neighboring countries or European Union member-states. I conclude that the UNHCR needs to allocate more resources to the protection of urban refugees and unregistered refugees, as well as interact more proactively with actors that are not traditionally duty-holders in international human rights law.
