This study investigates regional development and internal migration dynamics within the context of modern structural transformation in Sub-Saharan Africa. We develop a regionalized Computable General Equilibrium model that incorporates regionalized production, endogenous interregional migration, and distinct migrant households. Using this model, we simulate the structural transformation of Senegal as a case study. Our findings demonstrate that agricultural stagnation, exacerbated by global climate change, underlies the economic underperformance of rural regions and amplifies regional income disparities. Furthermore, our analysis shows that outmigration from stagnating rural provinces to a more developed capital region positively influences overall economic growth and mitigates regional income inequality. Nevertheless, these effects are limited, and a proactive approach to addressing income inequality across the nation's regions would require supporting agriculture, as it represents a more equitable policy than promoting nonagricultural sectors in both rural and capital regions.

"The migration of labor from rural to urban areas is an important part of the urbanization process in developing countries. Even though it has been the focus of abundant research over the past five decades, some key policy questions have not found clear answers yet. To what extent is internal migration a desirable phenomenon and under what circumstances? Should governments intervene and, if so, with what types of interventions? What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. This paper sheds new light on internal migration processes by estimating migration flows for 31 countries, focusing on step migration and on return migration back to rural areas from urban areas. The approach is to estimate the shares of the population (by gender) that move or stay in rural and urban areas over three periods (childhood and two forward periods). Using data from Demographic and Health Surveys (DHS), the estimation was done with an information-theoretic procedure using maximum-entropy econometrics to estimate migration frequencies by population groups. Sizeable urban to rural migration flows are found, with rural returnees often contributing substantially to urban-to-rural flows. This phenomenon is more pronounced in countries in relatively early phases of development, and among male migrants. The analysis also confirms anecdotal evidence that migrants move in several steps and that internal migration patterns vary considerably according to gender; however, in countries that are further along the path of structural transformation, and particularly urbanization, the magnitude of migration flows appears to be similar across genders.

Between 2000 and 2015, China's aggregate income quadrupled, its provincial income inequality fell by a third, and its share of employment in agriculture fell by half. Worker migration is central to this transformation, with almost 300 million workers living and working outside their area or sector of (hukou) registration by 2015. Combining rich individual-level data on worker migration with a spatial general equilibrium model of China's economy, we estimate the reductions in internal migration costs between 2000 and 2015, and quantify the contributions of these cost reductions to economic growth, structural change, and regional income convergence. We find that over the fifteen-year period China's internal migration costs fell by forty-five percent, with the cost of moving from agricultural rural areas to non-agricultural urban ones falling even more. In addition to contributing substantially to growth, these migration cost changes account for the majority of the reallocation of workers out of agriculture and the drop in regional inequality. We compare the effect of migration policy changes with other important economic factors, including changes in trade costs, capital market distortions, average cost of capital, and productivity. While each contributes meaningfully to growth, migration policy is central to China's structural change and regional income convergence. We also find the recent slow-down in aggregate economic growth between 2010 and 2015 is associated with smaller reduction in inter-provincial migration costs and a larger role of capital accumulation.

This research was carried out as activities of a project on in-depth analysis of internal migration data for selected Economic and Social Commission for Asia and the Pacific (ESCAP) countries, implemented by the ESCAP Population Division and the UN Population Fund. The research reported in this volume was conducted for the Republic of Korea and Thailand because both countries have published a special volume of migration tables based on their 1980 population and housing censuses. In addition, survey data on labor force status and occupation prior to and after migration to urban or rural areas were available for both countries. For at least the last 2 decades the population of the Republic of Korea has been exceptionally mobile, both in terms of residence and employment. During that time the structure of the economy has changed greatly, and internal migration has contributed disproportionately to that change. 62% of the increase in employed persons in urban areas between 1975 and 1980 was attributable to net in-migration. It may be fair to conclude that internal migration has permitted the rapid growth and restructuring of Korea's economy and that measures to slow it would probably be expensive and counter-productive. The growth of the urban labor force is primarily attributable to in-migration while decline in the rural labor force is not primarily due to out-migration as most migrants to urban areas are not in the labor force before migrating. Females typically experience greater labor force mobility than males, although at lower levels. 91% of the increase in female urban employment between 1975 and 1980 was attributable to net rural-urban migration. The Labour Force Surveys in Thailand reported that the urban labor force increased by 1.1 million persons between 1975 and 1980. Net migration accounted for 13% of this increase or 142,000 persons. The impact of migration on growth of the labor force varies greatly by occupation. About 44% of the growth in the number of service workers in urban areas was due to net migration. Females in Thailand have particularly high labor force participation and migration rates relative to males. A major policy recommendation resulting from this study is that employment opportunities be dispersed from Bangkok Metropolis to other municipal and non-municipal areas.
