Small island developing States (SIDS) are among the most water-scarce countries in the world. This strategic risk is exacerbated by their extreme exposure to climate changes, such as sea-level rise, changing rainfall patterns, and more frequent and severe weather events. Water being an element of life, its scarcity undermines fundamental priorities, such as the human right to clean water and sanitation and the conservation of habitat and biodiversity. By extension, water scarcity constrains economic development in SIDS, impacting the feasibility of developing water-intensive industries or more productive technologies, such as irrigated agriculture. Scarcity also imposes zero-sum compromises in allocating water for the production of, on one hand, essentials such as food and energy and, on the other hand, commercial goods and services. Despite the strategic threat posed by mounting scarcity, water security is only sporadically treated in SIDS economic development plans. By contrast, many of their plans are tempered with policies to build resilience and mitigate other strategic risks, such as climate change adaptation, disaster risk reduction, and ensuring food security. In this paper, we analyze how SIDS can better align their economic development and water management policies to support the productive transformation their economies, in particular by incorporating water security and water productivity as priorities into their economic plans.

This book aims to clarify the present situation of the relations between small island countries and territories on the one hand and the great powers, mainland areas, and mega-islands on the other, and explores how small island countries and territories preserve and build their identity under globalization. This book is divided into five parts. The first part presents papers on issues that are related to Okinawa: the American military presence, the formation of a global human network, and the history of and language revitalization in Okinawa. The second part includes papers on security in East Asia and the Pacific Region: the history of and present issues in international relations within the South and East China Sea areas. The third part presents papers on economic issues and social developments on small islands. The fourth part deals with ocean policies and marine resource management in the Pacific Region by the United States, Australia, and Japan. Finally, the fifth part presents papers on the revitalization of three indigenous languages. All the chapters of the book are based on the achievements of the research project “Towards New Island Studies: The Ryukyus as an academic node between East Asia and Oceania” conducted by the International Institute for Okinawan Studies at the University of the Ryukyus. This 5-year project was funded by the Japanese Ministry of Education, Culture, Sports, Science and Technology and aimed to contribute academically to the creation of sustainable and self-determinable societies in small island regions. Small island developing states (SIDS) are characterised by high economic, geographical and social vulnerability. These states are perceived as economically vulnerable, exhibiting poor economic performance, and embedding low levels of achieved well-being on most criteria. SIDS, which occupy very large parts of the world, face idiosyncratic development challenges largely owing to their susceptibility to external shocks. Still, these countries are all too often overlooked in the development research literature. Arising from a UNU-WIDER research project, this book provides in-depth research on the international dimensions of SIDS development experiences. Using a wealth of data, as well as case studies, the main topics examined comprise: aid, policies and growth; the costs of neglect, in terms of losses owing to a country falling into the fragile states group, of that country and those in its region; the composition of trade and the impact of external shocks, and the impact of remittances. In an earlier issue of Pacific Islands Policy, Francis X. Hezel, SJ, examined the economic performance of the Federated States of Micronesia (FSM) and the Republic of the Marshall Islands before and after independence. Despite abundant start-up funds from the United States and advice from consultants on how to create future prosperity, self-sustainability for these island nations remains as elusive as ever. This report is an attempt to answer the question: Are FSM and the Marshall Islands unusual in this respect or are all small Pacific Island nations waging a losing battle in their attempts to create more self-supporting economies? Development economists frequently argue that with the right policies in place and necessary reforms implemented, any nation, whatever its limitations, can develop a successful economy. In this report, Hezel looks at the record to find out how the Pacific Island nations have fared in this respect since independence. Having abundant exports doesn't always translate into a strong economy, he finds, since the two most richly endowed countries in the region are among the poorest in quantified per capita income. Most of the nations in the region, though, are resource-poor and so have had to turn to other strategies for economic development. The pathways to economic development for a small island nation, especially one that is remote and enjoys limited resources, are few and steep. Only one of the Pacific Island nations is close to full economic self-reliance at present, while one or two others may be within striking distance. The rest--and they are the majority--seem to have no real prospects for full self-reliance. Hezel asks what this somber but realistic view of the limits of economic growth in the Pacific might mean for larger nations with a stake in the Pacific, such as Australia, Japan, the United States, and China. Foreign aid, he suggests, may not be just a stopgap to achieve economic self-sufficiency, but a permanent requirement for nations that will always come up short of this goal.
