Since the late 1980s, many East Asian countries have become more multicultural, a process marked by increased democracy and pluralism despite the continuing influence of nationalism, which has forced these countries in the region to re-envision their nations. Many such countries have had to reconsider their constitutional make-up, their terms of citizenship and the ideal of social harmony. This has resulted in new immigration and border-control policies and the revisiting of laws regarding labor policies, sociopolitical discrimination, and socioeconomic welfare. This book explores new perspectives, concepts, and theories that are socially relevant, culturally suitable, and normatively attractive in the East Asia context. It not only outlines the particular experiences of nation, citizenship, and nationalism in East Asian countries but also places them within the wider theoretical context. The contributors look at how nationalism under the force of multiculturalism, or vice versa, affects East Asian societies including China, Japan, Korea, Taiwan, and Hong Kong differently. Theories of citizenship from the West – pre-eminently those by T.H. Marshall – provide only a limited insight into East Asian political history. The Marshallian trajectory – juridical, political and social rights – was not repeated in Asia and the late nineteenth-century debate about liberalism and citizenship among intellectuals in Japan and China was eventually stifled by war, colonialism and authoritarian governments (both nationalist and communist). Subsequent attempts to import western-style democratic values and citizenship were to a large extent failures. Social rights have rarely been systematically incorporated into the political ideology and administrative framework of ruling governments. In reality, the predominant concern of both the state elite and the ordinary citizens was economic development and a modicum of material well-being rather than civil liberties. The developmental state and its politics take precedence in the everyday political process of most East Asian societies. These essays provide a systematic and comparative account of the tensions between rapid economic growth and citizenship, and the ways in which those tensions are played out in civil society.

Contributors to this book argue that everyday struggles for dignity and equality in the states of East Asia provide much of the impetus driving East Asian nationalism. They examine China, Japan, Korea and Taiwan, which occupy one of the most volatile regions in the world today. Each of them harbors an historical grievance dating back half a century or more which limits its full or effective sovereignty. China seeks to recover Taiwan; Taiwan presses for de jure recognition of its de facto autonomy. Neither of the two Koreas is satisfied to remain separated from the other indefinitely, and Japan is divided over constitutional limits on the sovereign right to wage war. Each of these historical grievances is structured into the politics of the region and into its international relations. They are also embedded in popular memories that periodically spark pride, shame, and resentment – whether over a rocky outcrop, a history textbook, or an alleged US intervention on a sensitive issue of national sovereignty. Everyday struggles for dignity and equality, the contributors argue, should not be overlooked in any search for explanations of nationalist pride and resentment.

Through close examination of pre-colonial traditions, colonial legacies, and post-colonial ideologies, this volume sheds new light on religious and ethnic conflict in the area, and presents a ground-breaking assessment of what role - if any - the international community should play in promoting multiculturalism. - ;This volume explores the different ways that ethnic and religious diversity is conceptualized and debated in South and East Asia. In the first few decades following decolonization, talk of multiculturalism and pluralism was discouraged, as states attempted to consolidate themselves as unitary and homogenizing nation-states. Today, however, it is widely recognized that states in the region must come to terms with the enduring reality of ethnic and religious cleavages, and find new ways of accommodating and respecting diversity. As a result, many countries are now debating policies to accommodate minorities, including recognition of indigenous rights, minority language rights, consociational power-sharing, regional autonomy, and multination federalism. This is often described as a key ingredient in any process of democratization in the region. One manifestation of this new ethos is the growing rhetoric of 'multiculturalism', often imported from the West. And indeed Western models of minority rights have had an influence in many Asian countries, often promoted by international organizations. However, Asian societies also have their own traditions of peaceful coexistence amongst linguistic and religious groups. All of the major ethical and religious traditions in the region - from Confucian and Buddhist to Islamic and Hindu - have their own conceptions of tolerance, and their own recipes for sustaining unity amidst diversity. These traditions continue to shape people's beliefs and practices in the region. Even the distinctive conception of Marxism developed in the region provides an influential perspective on these issues not found in the West. The rhetoric of 'multiculturalism' may be ubiquitous around the world, but it is being used to express quite different ideas and norms. Using both case studies and thematic essays, this volume examines the pre-colonial traditions, colonial legacies, and post-colonial ideologies that influence contemporary debates on multiculturalism in the region. It explores the areas of convergence and divergence between these different perspectives, and the extent to which they provide viable frameworks for managing ethnic and religious diversity in the region. -
