Los principales retos que la humanidad tiene que atender de manera prioritaria para asegurar que la vida en el planeta pueda mantenerse en las condiciones que actualmente tenemos, o incluso mejorarla, los ha identificado bien la Organización de las Naciones Unidas (ONU) a través de la Agenda 2030, la cual si bien es una propuesta con objetivos y metas a nivel internacional, representa un reto mayor cuando depende de una gran cantidad de países y actores (empresas, gobiernos y organizaciones sociales) con características, necesidades y prioridades diferenciadas. Asimismo, es importante reconocer que, para aspirar al éxito de este tipo de iniciativas, es menester contar con una infraestructura de apoyo directo (económica e institucional) para llevar los objetivos a buen término. La misma ONU ha reconocido que será imposible cumplir con las metas e indicadores definidos para el año 2030, por lo que es inminente su actualización con una perspectiva hacia el 2050. No obstante, la principal amenaza será superar la disposición de los países, instituciones y de infraestructura de soporte que haga viable esta transición hacia nuevas prácticas de convivencia que hagan del desarrollo social y económico un modelo que permita a su vez, mejorar la calidad de vida de las personas, el medio ambiente y la preservación de los ecosistemas. Esta obra avanza en reconocer que es posible avanzar hacia una sociedad más sostenible, resiliente y que una alternativa es consolidar una cultura de respeto por la humanidad y el medio ambiente, por lo cual presenta algunas prácticas que realizan diferentes actores en México y que inciden de manera positiva para avanzar en alguno de los objetivos y sus metas desde lo local, reconociendo que la difusión de esta cultura tendrá efectos indirectos hacia otros actores que podrán replicarlas e iniciar otras nueva, diferentes y con mayor alcance. This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.

Aunque si bien es cierto existe todo un marco legal internacional, nacional, local, y particularmente en la educación, que señalan los derechos que tienen las personas con discapacidad, lo que es una verdad, este mientras no se convierten en acción y se respete será una verdad a medias. Parece que a estos instrumentos creados desde muchos años atrás requieren se le anexe un apartado de sanciones, para quienes omitan el cumplimiento de ellas, quizás esto facilite un cambio de paradigma en nuestra sociedad Mexicana. Lamentablemente lo más difícil en las sociedades es romper con una cultura, basada en el egoísmo, en el abuso de poder, en la falta de respeto, de consideración y de amor al prójimo. En este escenario esta todavía lejana la inclusión, la equiparación de oportunidades y la igualdad de trato para las personas con discapacidad. Esto sigue colocando a las personas con discapacidad, en situaciones estructurales de mucha desventaja haciendo que su discapacidad le resulte más discapacitante. Este libro tiene como propósito: uno el dar a conocer que es la educación inclusiva, y el marco jurídico en que se fundamenta, con el deseo profundo de sensibilizar al lector para que desde su propio circulo de influencia ayuden a romper con estos paradigmas de discriminación. No hagamos más discapacitante la discapacidad de las personas que la padecen. Recordemos que nuestras actitudes son semillas que se siembran en los demás y a su tiempo nos dan fruto tan bueno o malo como hayan sido estas.

Academic autonomy has been a dominant issue among Latin American social studies, given that the production of knowledge in the region has been mostly suspected for its lack of originality and the replication of Euro-American models. Politicization within the higher education system and recurrent military interventions in universities have been considered the main structural causes for this heteronomy and, thus, the main obstacles for 'scientific' achievements. This groundbreaking book analyses the struggle for academic autonomy taking into account the relevant differences between the itinerary of social and natural sciences, the connection of institutionalization and prestige-building, professionalization and engagement. From the perspective of the periphery, academic dependence is not merely a vertical bond that ties active producers and passive reproducers. Even though knowledge produced in peripheral communities has low rates of circulation within the international academic system, this doesn't imply that their production is - or always has been - the result of a massive import of foreign concepts and resources. This book intends to show that the main differences between mainstream academies and peripheral circuits are not precisely in the lack of indigenous thinking, but in the historical structure of academic autonomy, which changes according to a set of factors -mainly the role of the state in the higher education system. This historical structure explains the particular features of the process of professionalization in Latin American scientific fields.
