Phytoplankton blooms, micro-algal blooms, toxic algae, red tides, or harmful algae, are all terms for naturally occurring phenomena that have occurred throughout recorded history. About 300 hundred species of micro algae are reported at times to form mass occurrence, so called blooms. Nearly one fourth of these species are known to produce toxins. Even non-toxic algal blooms can have devastating impacts when they lead to kills of fish and invertebrates by generating anoxic conditions. Some algal species, although non-toxic to humans, can produce exudates that can cause damage to the delicate gill tissues of fish (raphidophytes Chattonella, Heterosigma, and dinoflagellates Karenia, Karlodinium) . Aquatic animals can suffer devastating mortalities, which could lead economical and food losses, and eventually became a food security problem. Of greatest concern to humans are algal species that produce potent neurotoxins that can find their way through shellfish and fish to human consumers where they evoke a variety of gastrointestinal and neurological illnesses (paralytic shellfish poisoning (PSP), amnesic shellfish poisoning (ASP), diarrhoeic shellfish poisoning (DSP), neurotoxic shellfish poisoning (NSP), azaspiracid shellfish poisoning (AZP) and ciguatera fish poisoning (CFP)). Worldwide, ciguatoxins are estimated to cause around 50 000 cases of ciguatera fish poisoning annually; neurological effects may last for weeks or even years and one percent of these cases are fatal . Climate change and costal water over enrichment create an enabling environment for harmful algal blooms, which seem to have become more frequent, more intense and more widespread in the past decades.

Globally, there are 3 400 to 4 000 described species of marine microalgae but only 1 to 2 percent are considered to be harmful. Harmful algal blooms (HABs) have significant impacts on food safety and security through contamination or mass mortalities of aquatic organisms. The impacts and mass mortalities of marine species caused by harmful algae are not new and have been recorded for decades. However, there is growing concern that these events will increase due to accelerating global warming, climate change and anthropogenic activities. Indeed, if not properly controlled, aquatic products contaminated with HAB biotoxins are responsible for potentially deadly foodborne diseases and when rapidly growing, HAB consequences include reduced dissolved oxygen in the ocean, dead zones, and mass mortalities of aquatic organisms. Improving HAB forecasting is an opportunity to develop early warning systems for HAB events such as food contamination, mass mortalities, or foodborne diseases. Surveillance systems have been developed to monitor HABs in many countries; however, the lead-time or the type of data (i.e. identification at the species-level, determination of toxicity) may not be sufficient to take effective action for food safety management measures or other reasons, such as transfer of aquaculture products to other areas. Having early warning systems could help mitigate the impact of HABs and reduce the occurrence of HAB events. The Joint FAO-IOC-IAEA technical guidance for the implementation of early warning systems (EWS) for HABs will guide competent authorities and relevant institutions involved in consumer protection or environmental monitoring to implement early warning systems for HABs present in their areas (marine and brackish waters), specifically those affecting food safety or food security (benthic HABs, fish-killing HABs, pelagic toxic HABs, and cyanobacteria HABs). The guidance provides a roadmap for stakeholders on how to improve or implement an EWS for HABs and biotoxins, where appropriate. It is important to note that not all countries and institutions can implement the same level of EWS for HABs, and this guidance is intended mainly for those who seek to broaden existing early warning systems, or who are just beginning to consider putting a system in place.

Lipid-based nutrient supplements (LNS) and ready-to-use therapeutic food (RUTF) are used to prevent and treat malnutrition in children. [Author] They are often produced in regions experiencing food insecurity and include edible oils obtained from oleaginous seeds or fruits that must be refined to remove undesirable substances and ensure adequate shelf-life for the product. [Author] However, the formation of the heat-induced contaminants 3-monochloropropane-1,2-diol (3-MCPD) fatty acid esters and glycidyl fatty acid esters (GEs) may occur during the refining process of edible oils. [Author] 3-MCPD and its fatty acid esters are present in many other foodstuffs and most of the total lifetime exposure is attributed to foods other than LNS/RUTF. [Author] While the only Codex standard developed for 3-MCPD is for liquid condiments containing acid hydrolyzed vegetable proteins, no Codex standards are available for GEs. [Author] This publication provides an overview of risk assessments for 3-MCPD and GEs previously performed by the Joint FAO/WHO Expert Committee on Food Additives (JECFA), European Food Safety Authority (EFSA) and other authorities, based on chronic exposure. [Author] The use of LNS/RUTF is intended to be of finite duration and confined to a specific life stage. [Author] The aim of this report was to provide an assessment to characterize the risk of less-than-lifetime exposure to 3-MCPD (including 3-MCPD fatty acid esters) and GEs via LNS/RUTF in the context of limited food availability. [Author] The thresholds identified herein for concentrations of 3-MCPD and glycidol equivalents in LNS/RUTF products are considered to represent a level of exposure that is of low concern for human health. Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter IHH) is a global study uncovering the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.

The Food and Agriculture Organization of the United Nations (FAO) works towards ending hunger and poverty while using precious natural resources sustainably. The fisheries and aquaculture sector makes substantial contributions to food security, livelihoods and global trade. Global production of fish and other aquatic animals continued to grow and reached 179 million tonnes in 2018, and about 59.5 million people were engaged in the primary sector of capture fisheries and aquaculture. Fishery net exports generate significantly more revenue for developing countries than other agricultural commodities such as rice, coffee and tea. Millions of people are struggling to maintain reasonable livelihoods through the fisheries and aquaculture sector. These are the people who are the most vulnerable to the impacts of climate change. Climate change adds to the many threats and obstacles that already confront them in their day-to-day lives. Particular attention must be given to the most vulnerable if the sector is to continue to contribute to meeting global goals of poverty reduction and food security. This publication presents FAO’s work on climate change and fisheries and aquaculture.
