The issues around settlement, belonging, and poor relief have for too long been understood largely from the perspective of England and Wales. The publications of the Research Group for European mi gration problems represent studies by independent writers. These studies do not form an integrated whole, but are inter related by their subject, namely, European and international migration. The topic is, therefore, approached in various ways, like a discussion in which experts from different spheres of activity expose their views on population in Europe. The writers not necessarily always agree in their opinions. The series must do surely be all the more valuable be~ause of this, since the solution of the problem of over-population in Europe is of such great importance as to deserve a wide, multilateral approach. The author of the present publication, Mr. H. A. Citroen, is an official of the International Refugee Organization (I. R. O. ). It is not surprising that his approach should differ from that of Dr Hilde Wander, the author of the first publication of the series 1). Dr Wander has stressed the present demographic trends in the more important Western European countries, and the possibility of the absorption of an ever increasing number of workers into the economy of Europe itself. She is mainly thinking in terms of the integration of Europe. Mr. Citroen's idea, on the other hand, is that of "one world.

The History of Migration in Europe belies several myths by arguing, for example, that immobility has not been the "normal" condition of people before the modern era. Migration (far from being an income-maximizing choice taken by lone individuals) is often a household strategy, and local wages benefit from migration. This book shows how ssuccesses arise when governments liberalize and accompany the international movements of people with appropriate legislation, while failures take place when the legislation enacted is insufficient, belated or ill shaped. Part I of this book addresses mainly methodological issues. Past and present migration is basically defined as a cross-cultural movement; cultural boundaries need prolonged residence and active integrationist policies to allow cross-fertilization of cultures among migrants and non-migrants. Part II collects chapters that examine the role of public bodies with reference to migratory movements, depicting a series of successes and failures in the migration policies through examples drawn from the European Union or single countries. Part III deals with challenges immigrants face once they have settled in their new countries: Do immigrants seek "integration" in their host culture? Through which channels is such integration achieved, and what roles are played by citizenship and political participation? What is the "identity" of migrants and their children born in the host countries? This text's originality stems from the fact that it explains the complex nature of migratory movements by incorporating a variety of perspectives and using a multi-disciplinary approach, including economic, political and sociological contributions.

In recent years, Europe has seen its largest influx of migrants and refugees in decades, with 1.9 million arrivals to the continent between 2014 and 2017. Peak arrivals in 2015, and sustained flows since then, have found the European Union and its 28 member states unable to face what has been called the “European migration crisis.” Part of their response has focused on cooperation with third countries of transit or origin, by leveraging development, humanitarian, and foreign policy tools to try and reduce migrant flows to Europe, including through many funding and budgetary decisions. This report attempts to quantify, through budgetary analysis, what shifts occurred in the external dimension of Europe’s migration policy following the crisis, and in three member states (Germany, Sweden, and the Netherlands). These short-term shifts, representing policy priorities, carry long-term consequences for the European Union’s role as a foreign policy and soft power actor.
