The disciplines of school effectiveness research and school improvement practice and research have been apart for too long. This book is the first major attempt, by leading writers and practitioners in these fields, to bring the areas together in a coherent way. Existing knowledge about the characteristics of `good' schools is outlined, together with the knowledge base about how to `make schools good schools'. The book also makes an entirely original contribution to re-thinking practice in school improvement that can revolutionise our thinking in the late 1990s, and which can be of use to academics, to policymakers and to the practitioners which much existing work has neglected.

This paper provides a review of research on effective schools for both developed and less-developed countries, discusses some methodological questions, and then offers a few guidelines for educational policy in less-developed countries. Perhaps the most important conclusion derived from the synthesis of the literature is that, although additional funds for education appear to be a necessary condition for educational improvement, merely spending more money is not a sufficient condition for improvement. How the funds are used is of critical importance. This survey concentrates on the "how" questions, providing a general discussion of areas where educational improvements are likely to be realized.

Twelve case studies of school improvement are presented in this monograph. The effective schools model is based on the assumption that all students can learn; focuses on the school building organization as the unit of change; and is driven by the school-based management process. Reports submitted by 11 school districts and 1 educational resource center in response to a request from the National Center for Effective Schools Research and Development were analyzed with regard to the development of a school mission and a comprehensive school effectiveness plan. Two criteria for measuring effectiveness included equity and equality. Several lessons were learned: (1) there is no formula for success; (2) success occurs in a variety of organizational settings; (3) the findings indicated outcome evidence for school improvement; (4) central office support is important for success; (5) personnel evaluation systems must be aligned with program values; (6) teacher improvement needs a clearly defined mission, time, and resources; (7) school improvement is a complex and ongoing process; and (8) the effective schools process works best when schools and districts disaggregate and display their student performance data. The case studies illustrate common practices, describe the more pervasive barriers and opportunities encountered, and show that shared decision-making in a collaborative enterprise leads to improved staff and student morale. A glossary and appendix containing correspondence, an outline for submitting improvement plans, and a list of performance indicators are included. (LMI)

A model for improving school and classroom effectiveness must pay attention to: (1) leadership; (2) school climate; (3) supervision; (4) teacher behaviors; (5) student behaviors; and (6) student achievement. Chapter 1 of this book on effective schools and classrooms introduces these important issues and describes a model incorporating these issues. Chapter 2 reviews research about student and teacher behaviors and how they affect classroom effectiveness. Chapter 3 suggests ways administrators can help teachers promote student involvement, coverage, and success through positive supervision. Research concerning effective schools is the topic of chapter 4, and chapter 5 demonstrates how indicators of effective schools are grouped into the more general categories of school climate and leadership. Chapter 6 uses a hypothetical case study to show how school leadership processes can promote a school climate where there is an academic emphasis, an orderly environment, and expectations for success. The chapter ends with suggestions for superintendents and school boards for improving student achievement. Chapter 7 includes a questionnaire for assessing a school's effectiveness. The eighth chapter discusses principles of the school improvement process. A summary is offered in the ninth chapter, and appendices provide information on monitoring student behavior and the policy statement of a school district on school effectiveness. (JMK)

What constitutes quality schooling? What are the implications for educational practice and administration? The text looks at these questions and examines international research evidence and reform initiatives with particular emphasis on North America, UK, Australasia and the Third World. It offers a synopsis of the Third World School Effects Research (SER). The authors claim that the challenges now facing educational leaders is to find a balance between SER and the other school movements and to ask more demanding questions of our educational systems.
