As people become more mobile around the world, the nature of citizenship, and all its attendant rights, has become the object of intense scrutiny. And, as we know, democracies forcefully and coercively exclude those whom they believe do not belong on their territory or among their constituency. In Democracy and Exclusion, Patti Tamara Lenard looks at how and when democracies exclude both citizens and noncitizens from territory and from membership to determine if and when there are instances when such exclusion is justified. To make her case, Lenard draws on the all-subjected principle, or the idea that all those who are the subject of law--that is, those who are required to abide by the law and who are subject to coercion if they do not do so voluntarily--should have a say in what the law is. If we assess who is subjected to the power of a state at any particular moment, and especially over time, we can see who ought to be treated as a member and therefore be granted citizenship or the right to stay. With an in-depth look at instances in which democratic states have expanded or adopted policies that permit the exclusion of citizens--including denationalization, stateless peoples, labor migrants, returning foreign fighters, and LGBTQ+ refugee resettlement--Lenard argues that admission to territory and membership is either favored by, or required by, democratic justice. Democracy and Exclusion makes a powerful case that subjection to the power of a state, without proper protection from exclusion, is a violation of democratic principle.

The Three Gorges dam, currently being constructed on the Yantgze River in China, is controversial both inside and outside China, particularly because of the large number of people to be resettled (officially 1.2 million) and the environmental impacts. Using material previously unavailable in any Western language, it analyses the Chinese discussions over policy-making for the resettlement process and impacts. It concludes that the environment and resettlement policies have been linked in a new way in this project. However, despite these positive developments, it argues that the social impacts from resettlement have not yet reached a high level of political attention and that the Chinese authorities need to acknowledge that resettlement has social costs. The book provides an understanding of the social, political and economic factors of one of the largest and most controversial development projects currently being implemented. It also sheds light on China's policy-making procedures and political priorities over the past decade.

Until the arrival of the Russian Empire in the early nineteenth century, the South Caucasus was traditionally contested by two Muslim empires, the Ottomans and the Persians. Over the following two centuries, Orthodox Christian Russia – and later the officially atheist Soviet Union – expanded into the densely populated Muslim towns and villages and began a long process of resettlement, deportation, and interventionist population management in an attempt to incorporate the region into its own lands and culture. Exploring the policies and implementations of the Russian Empire and the Soviet Union, Resettling the Borderlands investigates the nexus between imperial practices, foreign policy, religion, and ethnic conflicts. Taking a comparative approach, Farid Shafiyev looks at the most active phases of resettlement, when the state imported and relocated waves of German, Russian sectarian, and Armenian settlers into the South Caucasus and deported thousands of others. He also offers insights on the complexities of empire-building and managing space and people in the Muslim borderlands to reveal the impact of demographic changes on the Armenian–Azerbaijani conflict. Since the outbreak of the Syrian Civil War in 2011, over 5.6 million people have fled Syria and another 6.6 million remain internally displaced. By January 2017, a total of 40,081 Syrians had sought refuge across Canada in the largest resettlement event the country has experienced since the Indochina refugee crisis. Breaking new ground in an effort to understand and learn from the Syrian Refugee Resettlement Initiative that Canada launched in 2015, A National Project examines the experiences of refugees, receiving communities, and a range of stakeholders who were involved in their resettlement, including sponsors, service providers, and various local and municipal agencies. The contributors, who represent a wide spectrum of disciplines, include many of Canada's leading immigration scholars and others who worked directly with refugees. Considering the policy behind the program and the geographic and demographic factors affecting it, chapters document mobilization efforts, ethical concerns, integration challenges, and varying responses to resettling Syrian refugees from coast to coast.
