This paper seeks to enhance our understanding of resilience processes, activities, and outcomes by examining initiatives to enhance resilience capacity that are designed and implemented by nongovernmental organizations (NGOs). The paper begins with a review of the evolution in thinking about the concept of resilience that has occurred over the past five years. This is followed by a review of the wide range of strategies and interventions employed by NGOs to build resilience capacity. The paper then presents several case studies that highlight NGO efforts to enhance resilience either by focusing on a specific vulnerable population and shock or by integrating, sequencing, and layering activities to support and protect core programming goals (for example, food and nutrition security, poverty reduction) while contributing overall to enhanced resilience capacity. Finally, the paper reviews measurement issues related to resilience, the challenges encountered by NGOs, and lessons learned. The paper concludes with a number of recommendations for improving NGO resilience programming.

Gender-sensitive policy and programming have an integral role to play in fostering inclusive agricultural growth to meet the commitments of African countries to the Malabo Declaration goals. The concept of resilience has arisen as a “new way of thinking”, becoming a response to both the causes and effects of ongoing global challenges. As it strongly stresses cities’ transformative potential, resilience’s final purpose is to prevent and manage unforeseen events and improve communities’ environmental and social quality. Although the resilience theory has been investigated in depth, several methodological challenges remain, mainly related to the concept’s practical sphere. As a matter of fact, resilience is commonly criticised for being too ambiguous and empty of meaning. At the same time, turning resilience into practice is not easy to do. This will arguably be one of the most impactful global issues for future research on resilience. The Special Issue “Bridging the Gap: The Measure of Urban Resilience” falls under this heading, and it seeks to synthesise state-of-the-art knowledge of theories and practices on measuring resilience. The Special Issue collected 11 papers that address the following questions: “What are the theoretical perspectives of measuring urban resilience? What are the existing methods for measuring urban resilience? What are the main features that a technique for measuring urban resilience needs to have? What is the role of measuring urban resilience in operationalising cities’ ability to adapt, recover and benefit from shocks?”

Societal turbulence, state collapse, religious and ethnic conflict, poverty, hunger, and social exclusion all underlie children's involvement in armed conflict. Drawing from empirical studies in eleven conflict-ridden countries, including Pakistan, Sri Lanka, Thailand, Colombia, Uganda, Palestine, Somalia, Liberia, Sierra Leone, Sudan, and South Sudan, Children Affected by Armed Conflict crosses cultures and contexts to capture a range of perspectives on the realities of armed conflict and its aftermath for children. Children Affected by Armed Conflict upends traditional views by emphasizing the experience of girls as well as boys, the unique social and contextual backgrounds of war-affected children, and the resilience and agency such children often display. Including children who are victims of, participants in, and witnesses to armed conflict in their analyses, the contributors to this volume highlight innovative methodologies that directly involve war-affected children in the research process. This validates the perspectives of children and ensures more effective outcomes in postwar reintegration and recovery. Deficits-based models do not account for the realities many war-affected children face. The alternative approaches presented in this edited collection—which acknowledge the realities of both trauma and resilience—aim to generate more effective policies and intervention strategies in the face of a growing global public health crisis.

The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world’s poorest and most vulnerable people.Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries.This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs.The report offers four important contributions:• A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them.• An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries.• The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems.• Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts.Data from the report are available on the PEI Data Portal (http://www.peiglobal.org), where users can explore and submit data to build on this baseline.

Although there is an increasing base of literature on extension and advisory services, their role in building resilience in particular has not yet been explored empirically. The literature on resilience in general is itself only in the nascent stage. However, past intervention efforts that attempt to move from emergency responses to long-term development indicate that without well-capacitated systems for implementing interventions, such a transition could be difficult. This brief explores the sustainable-livelihoods framework to conceptualize the capacity needs of resilience-focused extension and advisory services. It indicates where to move the policy and research agenda forward with regard to the role of extension and advisory services in building resilience.
