This book addresses in detail multifaceted approaches to boosting nutrient use efficiency (NUE) that are modified by plant interactions with environmental variables and combine physiological, microbial, biotechnological and agronomic aspects. In the present understanding of agriculture, NUE represents a question of process optimization in response to the increasing fragility of our natural resources base and threats to food grain security across the globe. Further improving nutrient use efficiency is a prerequisite to reducing production costs, expanding crop acreage into non-competitive marginal lands with low nutrient resources, and preventing environmental contamination. The nutrients most commonly limiting plant growth are N, P, K, S and micronutrients like Fe, Zn, B and Mo. NUE depends on the ability to efficiently take up the nutrient from the soil, but also on transport, storage, mobilization, usage within the plant and the environment. A number of approaches can help us to understand NUE as a whole. One involves adopting best crop management practices that take into account root-induced rhizosphere processes, which play a pivotal role in controlling nutrient dynamics in the soil-plant-atmosphere continuum. New technologies, from basic tools like leaf color charts to sophisticated sensor-based systems and laser land leveling, can reduce the dependency on laboratory assistance and manual labor. Another approach concerns the development of crop plants through genetic manipulations that allow them to take up and assimilate nutrients more efficiently, as well as identifying processes of plant responses to nutrient deficiency stress and exploring natural genetic variation. Though only recently introduced, the ability of microbial inoculants to induce NUE is gaining in importance, as the loss, immobilization, release and availability of nutrients are mediated by soil microbial processes.

The role of irrigation in gearing agriculture development towards a broader economic growth is undeniable. This policy guide is drawn from the results of the FAO Project “Strengthening Agricultural Water Efficiency and Productivity at the African and Global Level” funded by the Swiss Agency for Development and cooperation (SDC). The long term vision of the project was that the in-country findings and processes which are of common nature can be synthesized and scaled up to other countries in a regional cooperation process and globally. This will eventually lead to the increase of investment in Agricultural Water Management (AWM) in the targeted countries – and beyond – that is socially equitable, profitable at the farm level, economically viable, environmentally neutral or positive, and sustainable. The Guide focuses on the specific component of Enhancing Water Use Efficiency at small scale irrigation as one of the major outputs of the project. While creating and implementing Water Use Efficiency (WUE) measures at field level, existing policy frameworks were mapped and analyzed, and recommendations were defined as scalable policy instruments with the aim to demonstrate case-specific experiences to the collectively agreed goal of using water resources efficiently.

The efficient use of natural resources is key to a sustainable economy, and yet the complexities of the physical aspects of resource efficiency are poorly understood. In this challenging book, the author proposes a major advance in our understanding of this topic by analysing resource efficiency and efficiency gains from the perspective of common pool resources, applying this idea particularly to water resources and its use in irrigated agriculture. The author proposes a novel concept of "the paracommons", through which the savings of increased resource efficiency can be viewed. In effect he asks; "who gets the gain of an efficiency gain?" By reusing, economising and avoiding losses, wastes and wastages, freed up resources are available for further use by four ‘destinations’; the same user, parties directly connected to that user, the wider economy or returned to the common pool. The paracommons is thus a commons of – and competition for – resources salvaged by changes to the efficiency of natural resource systems. The idea can be applied to a range of resources such as water, energy, forests and high-seas fisheries. Five issues are explored: the complexity of resource use efficiency; the uncertainty of efficiency interventions and outcomes; destinations of freed up losses, wastes and wastages; implications for resource conservation; and the interconnectedness of users and systems brought about by efficiency changes. The book shows how these ideas put efficiency on a par with other dimensions of resource governance and sustainability such as equity, justice, resilience and access.
