Addictive behavior threatens not just the addict's happiness and health but also the welfare and well-being of others. It represents a loss of self-control and a variety of other cognitive impairments and behavioral deficits. An addict may say, "I couldn't help myself." But questions arise: are we responsible for our addictions? And what responsibilities do others have to help us? This volume offers a range of perspectives on addiction and responsibility and how the two are bound together. Distinguished contributors—from theorists to clinicians, from neuroscientists and psychologists to philosophers and legal scholars—discuss these questions in essays using a variety of conceptual and investigative tools. This dissertation in part aims to use the case of addiction to consider which theory of moral responsibility best accounts for and explains the features core to assessments of blameworthiness. In this project, I argue that Reasons Responsiveness theories provide a better framework for tracking and explaining the features necessary to responsible agency than Quality of Will theories. I also show how the condition of addiction can help refine theoretical commitments made by Reasons Responsiveness theories with regard to assessing blameworthiness for wrongdoing. Further, I give direction as to how we should think about addiction in theorizing about responsibility, including how we might conceptualize the condition, which of its features are most important in assessments of responsibility, and whether, why, and how significantly the condition might undermine responsible agency. After clarifying my assumptions about moral responsibility in chapter 1, in chapter 2 I argue against conceptualizing addiction as irresistibly compelling addictive substance use. I also offer some paradigmatic cases of addiction that have been influential in philosophical discussions about moral responsibility and introduce complications to these cases given the richer notion of addiction I defend. In chapter 3, I challenge the claim that Quality of Will views alone rightly account for moral responsibility in the case of Frankfurt's so-called "willing addict." I contend that the stipulations about addiction, wrongdoing, and control in the cases invite implicit assumptions that impact how the cases are often sorted in terms of blameworthiness and excuse. In chapter 4, I contend that structural Quality of Will views depend on the feature of effort to distinguish relevantly different cases of so-called "unwillingness" with regard to wrongdoing. Yet, I argue that this dependence on effort puts the views at a loss for explaining cases in which effort is absent because responsible agency seems undermined in some important way. In chapter 5, I argue that non-structural Quality of Will views cannot explain how addiction can mitigate blameworthiness for addiction-explained wrongdoing. Finally, in chapter 6, I offer guidance for how capacitarian Reasons Responsiveness views might explain the relevance of culpability for addiction in assessments of blameworthiness for addiction-explained wrongdoing.

Addiction is meant to explain why addicts behave in the way they do. In this way, addiction is reckoned to excuse addicts from blame and justify mandated treatment, regardless of the addict's thoughts in the matter. Given this, this thesis is interested in solving three problems that addiction poses, namely, what is addiction? Are addicts morally responsible? And, does addiction justify mandated treatment for addicts, for their own good, regardless of their will? Regarding the first problem, I find that addiction requires that addicts crave their substance or behaviour in question, and, further, that addiction amounts to a visceral state. Regarding the second problem, I argue that addicts are, in the general case, morally responsible for their addiction and the actions that stem from this mental state. In short, I look at the excusing grounds of exemptions, attributability, duress, and ignorance, finding that these grounds do not typically excuse addicts from blame. Regarding the third problem, I argue that it is impermissible to restrict addicts' liberty for their own good, if that restriction goes against their will. To reach such a conclusion, I examine whether treatment is always in addicts' best interests, whether addicted behaviour is involuntary behaviour, whether we may restrict addicts' liberty regardless of their will; whether we may mandate treatment if that is what addicts really want, whether the state should be involved in the business of self-paternalism at all, and, finally, whether we may act against an addict's present will in deference to his future will. To summarise my thoughts on these matters, I find that we may only mandate treatment for unwilling addicts, not willing addicts that do not mind their addiction. All of this considered, addiction involves visceral cravings, addiction does not typically provide grounds to excuse addicts from blame, nor may we mandate treatment for addicts, irrespective of their wishes.
