Yet, like many programs in the past, some doubt that REDD will be smoothly implemented. This paper tries to revisit some of the major obstacles put forward by scholars and practitioners. These include the issue of leakage and land tenure insecurity, as well as the issue of carbon pricing which are crucial in determining whether or not incentive offered by REDD is more attractive than incentives to deforest. A discussion about factors that contribute to leakage and land tenure insecurity is then followed by a simple calculation to predict whether price of carbon credit per hectare offered at REDD Project in Ulumasen Forest is much more interesting than revenue obtained from logging that one hectare. This calculation indicated that the incentive to forest logging surpassed the incentive to conserve as a result of carbon credit. It is recommended that careful and transparent feasibility study prior to REDD implementation to avoid its inevitable marginalizing impacts particularly for forest-dependent people.

REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

In many disciplines of science it is vital to know the effect of a 'treatment' on a response variable of interest; the effect being known as the 'treatment effect'. Here, the treatment can be a drug, an education program or an economic policy, and the response variable can be an illness,academic achievement or GDP. Once the effect is found, it is possible to intervene to adjust the treatment and attain a desired level of the response variable.A basic way to measure the treatment effect is to compare two groups, one of which received the treatment and the other did not. If the two groups are homogenous in all aspects other than their treatment status, then the difference between their response outcomes is the desired treatment effect. Butif they differ in some aspects in addition to the treatment status, the difference in the response outcomes may be due to the combined influence of more than one factor. In non-experimental data where the treatment is not randomly assigned but self-selected, the subjects tend to differ in observedor unobserved characteristics. It is therefore imperative that the comparison be carried out with subjects similar in their characteristics. This book explains how this problem can be overcome so the attributable effect of the treatment can be found.This book brings to the fore recent advances in econometrics for treatment effects. The purpose of this book is to put together various economic treatments effect models in a coherent fashion, make it clear which can be parameters of interest, and show how they can be identified and estimated underweak assumptions. Key messages In Indonesia, early involvement and support for Reducing Emissions from Deforestation and Forest Degradation (REDD+) has led to numerous achievements, but progress has been slower than anticipated. National and subnational REDD+ initiatives are susceptible to political turnover at each election cycle. To ensure its longevity, REDD+ needs to be embedded in national and regional laws, regulations, institutions and other state devices. REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. Transformational change requires that other stakeholders and sectors that impact forests get involved.

This country profile reviews the drivers of deforestation and forest degradation in Indonesia, sets out the institutional, political and economic environment within which REDD+ is being implemented in Indonesia, and documents the process of national REDD+ policy development during the period 2007 early 2012. While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

This paper explores opportunities for implementing activities for reducing emissions from deforestation and forest degradation (REDD) in areas with high poverty rates, rapid population growth and complex social dynamics. We focus on the potential role of localized Forest Management Units (or KPH) as an institutional partner, using the West Rinjani Protected Forest Management Unit (KPHL RB) on the island of Lombok, Nusa Tenggara Barat province, Indonesia as a case study. We relied on five essential elements for our analysis: (1) identification of land use changes, (2) estimation of average carbon stocks in forests and shrubland, (3) socioeconomic surveys to identify drivers of deforestation and forest degradation, (4) estimation of future reference emission levels, and (5) developing alternatives to reduce the rates of deforestation and forest degradation.

At a UN Climate Change conference held in Cancun, Mexico, further agreement was reached on Reducing Emissions from Deforestation and Forest Degradation (REDD ). REDD provides a legal framework for commodifying the value of sequestered carbon emissions saved by avoiding deforestation or degradation in the global south; integrating forests into a broader international carbon market. This paper examines the processes for implementing REDD in Indonesia and argues that while it may help nations of the global north to reach their emissions reduction targets, it does little or nothing to curtail the drivers of deforestation and forest degradation in Indonesia. Indeed, the paper argues, REDD makes forest protection in Indonesia more difficult by undercutting community-managed forest conservation strategies. International solidarity is needed to help forest-dependent communities in Indonesia to promote their alternative to REDD.

REDD+ represents countries’ efforts to reduce emissions from deforestation and forest degradation, and foster conservation, the sustainable management of forests, and the enhancement of forest carbon stocks. The basic idea is that more carbon can be sequestrated and stocked in tropical forests by improving their conservation, management, and sustainable use, thus contributing to mitigating climate change. The developing countries and relevant stakeholders concerned will be financially compensated for these endeavors, either through public funds or private carbon markets. Given this context, this book will address the need to assess the political and socio–economic dimensions of the performance of REDD+, which is relevant to policy-makers, practitioners, and scholars. This implies taking into account the various levels (from global to local) and dimensions (e.g., results-based payments, MRV, co-benefits, and community engagement), as well as divergent (disciplinary) connotations, of performance. We, therefore, pose the following question: What does performance mean? In answering this question, we provide examples of assessments of performance. We present 9 cases of how REDD has performed on local, national and international scales, and reflect on the representativeness of these examples and their limitations when looking at the current range of REDD initiatives, along with what is missing in terms of evaluating the performance of REDD+. We conclude by establishing why performance assessment remains so relevant today.
